Neatkarīgi elektroniskie plašsaziņas līdzekļi ir viena no demokrātijas pamatvērtībām. Lai to nodrošinātu atbilstoši sabiedrības attīstības mērķiem, interesēm un vajadzībām, tie pieprasa noteiktu valsts politikas izstrādi, regulāciju un uzraudzību, ko parasti demokrātiskajās valstīs veic neatkarīga uzraudzības institūcija, kurai ir jāfunkcionē iespējami autonomi no jebkādas politiskās vai ekonomiskās ietekmes. Latvijā šo funkciju veic NRTP. Maģistra darba mērķis ir identificēt un izvērtēt NRTP neatkarību ierobežojošos riska faktorus Latvijas elektronisko plašsaziņas līdzekļu uzraudzības modeļa un politiskās sistēmas ietvaros un izstrādāt ieteikumus pēc iespējas efektīvākai šo risku novēršanai. Darbā izvirzītā hipotēze „Latvijas elektronisko plašsaziņas līdzekļu uzraudzības institūcijas normatīvais regulējums ietver neatkarības no politiskās un ekonomiskās ietekmes riska faktorus, kas ierobežo neatkarīgu NRTP darbību” tiek pierādīta un mērķis sasniegts. The electronic media is a significant platform for developing active civic society, opinion forming, and public sphere in democracy. Although the free and independent electronic media is one of the fundamental democratic values, it requires a certain state regulation and media policy developing. Therefore, there is a need for broadcasting regulatory authority that monitors whether broadcasters work according to the laws and objectives, which were the basis why they received broadcasting license and the possibility to use public common recourses – the air space and the limited number of frequencies, as well. In order to ensure the independent media system functioning, democratic states generally set up an independent regulatory body that is not directly exposed to the national executive. Despite the formal autonomy of these bodies, there are different factors that may potentially limit the independence of broadcasting regulatory authorities and therefore they are not able to function free from interference or pressure by political and economic interests. In Latvia these functions carry out Latvian National Broadcasting Council.
The aim of the paper is to identify and to evaluate risks that hinder independence of Latvian National Broadcasting Council and to develop suggestions on how to prevent them effectively. The hypothesis of this paper is that the legislation of the Latvian broadcasting regulatory authority includes risks of the political and economic influence that hinder the independent functioning of Latvian National Broadcasting Council. According to the results of the research hypothesis was supported.
