Kiberdrošība Latvijas drošības politikas kontekstā

Abstract

Pēdējo gadu laikā ir ļoti mainījusies drošības vide un draudi. Kiberdrošība ir kļuvusi par nozimīgu jautājumu. Daudzi pētnieki un ārvalstu politiķi uzsver, ka kiberdrošība ir nopietns izaicinājums. Latvijā par kiberdrošību ir runāts, bet pieejamie pētījumi ir virspusēji. Darba mērķis noskaidrot, vai Latvijas aizsardzības politika kiberdrošības jomā ir atbilstoša pašreizējai situācijai un vai Latvija kiberuzbrukuma rezultātā spētu novērst draudus sabiedriskai kārtībai. Darbs izstrādāts, pamatojoties uz institucionālisma pieeju, tā gaitā veikta salīdzinoša analīze, gadījuma izpēte un kontentalīze. Secināts, ka kiberdraudi ir novērtēti un Latvijas drošības un aizsardzības politikā ir mehānismi, lai nodrošinātu kiberdrošību, bet dzīvē to īstenošana ne vienmēr ir adekvāta.

Security environment and threats have changed considerably within the recent years. Cyber security has become an important issue. Many researchers and policy makers abroad insist that cyber security is important challenge. Problems related to the cyber security issues in Latvia are described, but the results are superficial. The goal of the thesis is to find out whether there is appropriate cyber security policy to the recent situation, as well as whether Latvia would be able to react adequately to the cyber threats and therefore to avoid to the threats to public order. Institutional approach, comparative study, case study and content analysis have been carried out to develop this project. Cyber threats are evaluated adequately. There are mechanisms how to maintain cyber security. However there are some problems related to the introduction of cyber security issues in real life.
