Bakalaura darbs Tirdzniecības liberalizācija un attīstības sadarbība Eiropas Savienības attiecībās ar attīstības valstīm ir veidots ar mērķi rast atbildi uz jautājumu: cik efektīvi darbojas Eiropas Savienības īstenotā tirdzniecības liberalizācija un attīstības sadarbības politika? Minētā tēmas izvēli ir ietekmējuši tādi faktori kā: fakts, ka attīstības valstu attīstība ir uzskatāma par vienu no būtiskākajiem starptautiskās politikas jautājumiem mūsdienu pasaulē; kā arī vēlme noskaidrot, kāda ir reālā Eiropas Savienības loma un ietekme attīstības valstu veicināšanā, ņemot vērā, ka ES, ietverot tās dalībvalstis, tiek uzskatīta par atvērtāko un liberālāko tirdzniecības partneri un lielāko donoru palīdzības sniegšanā attīstības valstīm.
Eiropas Savienības tirdzniecības liberalizācijas un attīstības sadarbības politikas analīze attiecīgi tiek veidota, izmantojot noteiktos veicamos uzdevumus, kuri ietver: attīstības teorētisko koncepciju aplūkojumu, pievēršoties tās pieeju, veicinošo mehānismu un ierobežojošo faktoru apskatei; tirdzniecības liberalizācijas un attīstības sadarbības kā veidu nabadzības mazināšanai pasaulē aplūkojumu; Eiropas Savienības īstenoto tirdzniecības liberalizācijas un attīstības sadarbības politiku apskati; kā arī Eiropas Savienības īstenoto tirdzniecības liberalizācijas un attīstības sadarbības politiku izvērtējumu.
Darbā tiek izvirzīta hipotēze, ka Eiropas Savienības īstenotā attīstības politika ir efektīvi veicinājusi attīstības līmeņa paaugstināšanos tikai tajos reģionos, kuri saņem ES palīdzību attīstības sadarbības formā un ar kuriem ES ir izveidojusi uz liberāliem noteikumiem balstītus tirdzniecības režīmus. Darba gaitā izvirzītais pieņēmums gūst apstiprinājumu, jo, lai arī zināms progress attīstības norisē ir vērojams praktiski visos attīstības reģionos, kā arī, neskatoties uz to, ka tajos reģionos kā ĀKK valstis, kuru kontekstā ES attīstības politikas efektivitāte ir reāli saskatāma, hipotēzē norādītie liberālie noteikumi var tikt vērtēti tikai kā daļēji liberāli, tas šajā gadījumā nav bijis šķērslis attiecīgo reģionu straujākai attīstībai.
Līdz ar to ES nākotnes perspektīvā būtu nepieciešams paaugstināt savas attīstības politikas efektivitāti arī citos attīstības reģionos, lai tie varētu sasniegt tādu reģionu kā ĀKK valstu attīstības līmeni. The concrete paper on graduation Trade Liberalization and Development Cooperation in the European Union’s Relations with Developing Countries was made in order to answer the question: how effective are trade liberalization and development cooperation policies implemented by the European Union? The choice of such theme was caused by such factors as: the fact that development of developing countries is viewed as one of the most important topics as regards international relations in the recent world; as well as the interest to find out the real position and influence of the European Union in the process of increasing development level of developing countries, taking in account that the EU, including its member states, is considered to be the most open and liberal trade partner and the largest financial assistance donor for developing countries.
The analysis of the trade liberalization and development cooperation policies was accordingly made by using the concrete tasks, which included: review of theoretical concepts on development, including approaches to it, its facilitating ways and constraints to it; survey on trade liberalization and development cooperation as possibilities to reduce poverty in world; survey on the European Union’s trade liberalization and development cooperation policies implementation; as well as valuation of the European Union’s trade liberalization and development cooperation policies.
In the paper on graduation a hypothesis was formed in the following way, that is, the development policy implemented by the European Union has effectively increased development level just in those developing regions, which receive EU’s assistance in the form of development cooperation and with which the EU has formed on liberal principles based trade regimes. During the process of work the assumptions found their acknowledgments, since, despite the fact that some progress has been seen in almost all developing regions, as well as the fact that in those regions like ACP (African, Caribbean and Pacific) countries, in which effectiveness of the EU development policy can be seen in practice, in the hypothesis given assumption about the liberal principles is true only partly, it has not been a constraint towards more rapid development in comparison with other developing regions.
It means that in future perspective the EU should increase effectiveness of its development policy in other developing regions, in order to facilitate them to reach the same development level as has done developing regions like ACP.
