Reģionu komiteja- tramplīns pilsoņiem uz Eiropas Savienību

Abstract

Darbā ir analizēta saistība starp Reģionu Komiteju, Eiropas Savienības institūciju, kas sevi definē kā vēletu reģionālo un vietējo pārstāvju politisku asambleju, kuras uzdevums ir veicināt Eiropas integrāciju, un demokrātisko deficītu, ar ko tiek saprasts iedzīvotāju efektīvas dalības trūkums institūciju lēmumu pieņemšanas procesā. Pieņemtā hipotēze ir “Reģionu Komiteja ir mazpazīstama institūcija, kas varētu efektīvi risināt demokrātiskā deficīta problēmu Eiropas Savienībā”. Darbā ir apskatītas iespējas un ierobežojumi, kas izriet no šīs kopsakarības analīzes un dod skaidru priekšstatu par pastāvošo situāciju. Darbā tiek minēti arī priekšlikumi, lai institūcija varētu efektīvāk izpildīt savas funkcijas.

This study is focused on the relation between the Committee of the Regions, an advisory institution of the European Union which defines itself as the political assembly of holders of a regional or local electoral mandate serving the cause of European integration, and the democratic deficit, understood as the effective ways of citizens´ participation in the institutional decision making. The initial hypothesis is that the CoR is an unknown institution that could be a very effective tool for tackling the democratic deficit in the European Union. The opportunities and limitations of this relation have been studied to give a clear vision on the current situation and as well the suggested lines of action that this institution could perform for reaching a bigger and better engagement with the citizens.
