Valsts kancelejas un mediju komunikācijas prakses analīze (2007 ─ 2009)

Abstract

Savā darbā “Valsts kancelejas un mediju komunikācijas prakses analīze (2007-2009)” autore apskata Valsts kancelejas un masu mediju komunikācijas mehānismus, sadarbības principus, trūkumus un labumus. Darbs tiek strukturēts divās daļās – teorētiskajā un empīriskajā. Pirmajā daļā autore apskata masu komunikācijas nozīmi mūsdienu Rietumu pasaulē, mediju lomas un iespējas politikā, ziņu menedžmentu un ziņu veidošanas īpatnības konkrēta medija kontekstā, kā arī politiskās varas un demokrātiskā modeļa aspektus. Otrajā daļā tiek veikts Valsts kancelejas funkciju un darbību apskats, Valsts kancelejas iekšējā un ārējā komunikācijas audita analīze mediju aspektā, kā arī veikts empīriskais pētījums – Valsts kancelejas un masu mediju komunikācijas prakses analīze laika posmā no 2007. – 2009. gadam. Darba empīriskajā daļā autore pēta Valsts kancelejas sekundāros dokumentus, tādus kā Komunikācijas stratēģija un Iekšējās un ārējās komunikācijas audits. Lai apzinātu esošo Valsts kancelejas publicitātes un komunikācijas situāciju, tiek veikta kontentanalīze sešos dažādos Latvijas preses izdevumos, kā arī dziļā intervija ar Valsts kancelejas direktori Guntu Veismani un Komunikācijas departamenta darbinieku anketēšana. Darba gaitā autore nonāk pie atzinuma, ka Valsts kancelejas komunikācijas iekšējais un ārējais novērtējums ir nesaskanīgs, un, ka komunikācijā ir jāievieš labojumi, jo problēma nezaudē savu aktualitāti.

The author in her work “Communication practise analysis of the State Chancellery and Mass media (2007-2009)” examines communication mechanisms, collaboration principles, advantages and disadvantages of the State Chancellery and Mass media communication. The work is set-up in two blocks - theoretical and empirical. At the first one the author examines the signification of the Mass communication in modern Western world, the role and possibilities of the Mass media in politics, news management, specific news development character in each media type and also aspects of political power and democratic model. At the second, main part of the work, the author manages function and activity description of the State Chancellery, the State Chancellery’s Internal and External communication audits analysis in context of the Mass media, and also the empirical research - Communication practise analysis of the State Chancellery and Mass media in period of the year 2007.-2009. The empirical part of the work contents secondary document research of the State Chancellery, like Communication strategy and Internal and External communication audit. To establish existing situation of the State Chancellery communication and publicity, the author manages contentanalysis in six different Latvian editions, realizes interview with the director of the State Chancellery Gunta Veismane and written inquiry with employees of the Communication Department. The author comes to conclusion that internal and external communication appreciation of the State Chancellery is disharmonius and that communication demands improvement, because of problems actuality.
