Latviešu kopienas ASV uzkrātā ārpolitiskā rīcībspēja un tās ietekme uz ārlietu dienesta veidošanos (1990-1995)

Abstract

Maģistra darba tēma ir „Latviešu kopienas ASV uzkrātā ārpolitiskā rīcībspēja un tās ietekme uz ārlietu dienesta veidošanos (1990-1995)”. Darba temats ļauj padziļināti pievērsties valstu ārpolitiku veidojošajiem iekšpolitiskajiem aktieriem un aplūkot dažādu faktoru ietekmi uz to izveidi un rīcību lēmumu pieņemšanā un īstenošanā.

Maģistra darba teorētiskā daļa ir veltīta valsts ārpolitiku veidojošu aktieru aplūkošanai. Atbilstoši pētnieciskajai nepieciešamībai dziļākai izpētei pakļauti tādi valsts ārpolitiku ietekmējoši aktieri kā ārlietu dienesta birokrātiskais aparāts un interešu grupas, plašāku uzmanību pievēršot etnisko interešu grupu īpašajai pozīcijai ASV politiskajā vidē.

Maģistra darba empīriskā daļa, sekojot pētnieciskajai nepieciešamībai, pievēršas divām jomām – trimdas latviešu kopienas ASV darbībai padomju okupācijas laikā un uzkrātajai ārpolitiskajai rīcībspējai, kā arī vēlākai trimdas latviešu kopienas ASV locekļu darbībai jaunveidojamajā Latvijas Republikas ārlietu dienestā un iepriekš attīstīto kapacitāšu piemērošanai ārlietu dienesta funkcionēšanā.

Kā pētniecisko materiālu autore izmanto kā sekundāros avotus, tā arī iepriekš necitētus Ārlietu ministrijas arhīva materiālus un kvalitatīvās intervijas.

Izvirzītā hipotēze, saskaņā ar kuru trimdas latviešu kopiena ASV padomju okupācijas laikā bija spējīga uzkrāt ārpolitisko rīcībspēju, kura tika pārņemta Latvijas Republikas ārlietu dienestā, darbā tiek pierādīta. Tomēr autore norāda, ka trimdas latviešu kopiena ASV padomju okupācijas laikā objektīvu iemeslu dēļ nebija spējīga uzkrāt ārpolitisko rīcībspēju visas K.Hilla („The Changing Politics of Foreign Policy”) definētajās ārlietu dienesta funkcionēšanas jomās.

The subject of master thesis is „The obtained capacity of Latvian American community and its influence on forming Latvian Foreign Service (1990-1995)”. The subject matter of thesis allows to focus on domestic policy actors who shape the foreign policy of countries and to look at impact of different factors to their creation and decision making and implementation.

Theoretic part of the master thesis deals with looking at actors shaping the foreign policy of a country. Pursuant to research necessity the following actors having an impact to the foreign policy of a country are subjected to deeper exploration: bureaucratic staff of foreign affairs service and interest groups. More extensive attention is paid to special position of ethnic interest groups in political environment of USA.

Empirical part of master thesis according to research necessity focuses on two fields – activity of exile Latvians in USA during the time of soviet occupation and their accrued capacity of foreign policy as well as later activity of USA exile Latvian community members in newly created service of foreign affairs of the Republic of Latvia and application of capacity developed before in functioning of service of foreign affairs.

Author uses as research material both secondary sources and previously unquoted materials of archive of Ministry of Foreign Affairs and qualitative interviews.

Thesis proves the hypothesis brought forward according to what the exile Latvian community from USA during the time of soviet occupation was able to obtain capacity of foreign policy, which was later adopted by service of foreign affairs of the Republic of Latvia. However the author shows that exile Latvian community from USA during the time of soviet occupation was not able to obtain capacity of foreign policy in all fields of functioning of a service of foreign affairs as defined by K.Hill (“The Changing Politics of Foreign Policy”).
