Publisko aģentūru veidošana un darbības problēmas Latvijā no 1999.-2007.gadam

Abstract

Pētnieciskā darba mērķis ir noskaidrot cik sekmīga ir bijusi Latvijas publisko aģentūru izveide un darbība. Kā arī veikt retrospektīvu atskatu uz Latvijas publisko aģentūru veidošanas sākumu, izvērtēt pozitīvo un negatīvo, kas ir risinājies šai sakarā un novedis pie pašreizējās situācijas, kad ir aktualizējies jautājums par publisko aģentūru darbības problēmām. Pētnieciskā darba hipotēze „Lai Latvijā ieviestais publisko aģentūru modelis spētu veiksmīgi darboties un attīstīties, tam ir nepieciešama tajā pastāvošo problēmu novēršana, un ir nepieciešams ieviest pakāpeniskus uzlabojumus”. Pētījuma noslēgumā tiek izdarīti secinājumi par to, kāda ir publisko aģentūru pašreizējā attīstība un kādas ir to galvenās problēmas.

This research aim is to study how successful is creation of public agencies in Latvia. And to make retrospective review to the start of public agencies creation in Latvia and to assess the “pros and cons” of what has happened in connection with it and when the question about problems of public agencies functioning. The author has advanced hypothesis of the research: “It is needed to dissolve problems of public agencies model of Latvia for a successful development and functioning, and require establish piecemeal improvements.” In the end of this research there are made conclusions about what is the situation in the development of public agencies and what are the dominant problems of them.
