Reģionālās attīstības politika Zemgales plānošanas reģionā - pieredze ES finansējuma piesaistē

Abstract

Latvijai kļūstot par Eiropas Savienības dalībvalsti pavērās jaunas iespējas attīstībai, taču arvien aktuālāks kļūst jautājums par sociāli ekonomisko atšķirību mazināšanu starp reģioniem un reģionālo attīstību kopumā, kas ir Eiropas Savienības (ES) strukturālās politikas pamatā. Lai veicinātu nodarbinātību, dzīves kvalitātes atšķirību mazināšanos reģionu starpā, cilvēkresursu attīstību, kā arī sniegtu atbalstu rūpniecības un lauksaimniecības lejupslīdei pakļautajiem reģioniem, Latvijai kā ES dalībvalstij ir pieejami ES strukturālie fondi - Eiropas Reģionālās attīstības fonds (ERAF), Eiropas Sociālais fonds (ESF), Eiropas Lauksaimniecības virzību un garantiju fonds (ELVGF) un Zivsaimniecības vadības finansēšanas instruments (ZVFI). Autorei šķiet nozīmīgi, izvērtēt ES struktūrfondu kā ES reģionālās politikas līdzekļa apgūšanu dažādas attīstības pašvaldībās, kas ir viens no reģionālās politikas objektiem. Tāpēc kā darba mērķi autore izvirza izpētīt ES struktūrfondu apguvi Zemgales plānošanas reģiona pilsētu, rajonu un pagastu pašvaldībās, kā arī tos faktorus, kas ir ietekmējuši vai kavējuši pašvaldības spēju apgūt ES struktūrfondus. Lai sasniegtu darba mērķi kā darba hipotēze tiek izvirzīta ES struktūrfondu līdzekļi kā viens no ES reģionālās politikas līdzekļiem rada lielākas atšķirības starp Zemgales plānošanas reģiona attīstītajām un mazāk attīstītajām pašvaldībām to atšķirīgās administratīvās un finansiālās kapacitātes dēļ. Darba gaitā tiek pierādīta izvirzītā hipotēze, jo laika posmā no 2004.-2006.gadam attīstītākās pašvaldības bija apguvušas vairāk ES struktūrfondu līdzekļus, bet mazāk attīstīto pašvaldības apguvušas ievērojami mazāk līdzekļus.

As Latvia become the member state of EU, there have appeared new opportunities to development, but more urgent have become question about dimishing the social economic differences between regions and in general regional development, what is the base for EU structural policy. In order to faciliate employment and human recourses development, reduce the differences of the quality of life between regions, likewise to give support to the regions, where are decrease of industry and agriculture, to Latvia as the member state of EU have been provided EU structural funds – European Regional Development fund (ERDF), European Social fund (ESF), Guidance Section of the European Agriculture Guarantee Fund (EAGGF) and Financial Instrument for Fisheries Guidance (FIFG). for authoress it seems important to evaluate EU structural funds as EU regional policy mean absorption in different development group local governments, which is the one of objects of regional policy. So as the main objective of this paper is to investigate EU structural funds absorption in the cities, district and parish local governments of Zemgale planning region and the main factors that have affected local government EU structural funds aborption capability. In order to achieve this paper objective as the hypothesis there have been nominated – EU structural funds as one of EU regional policy means causes deeper diferences between developed and least developed local governments of Zemgales planning region, because of the different administrative and financial capacity of local governments.. As the result of this paper there have been proved the hypothesis of this paper, because in period from 2004-2006, more developed local governemts have aborpted , more finances of EU structural funds than less developed local governments.
