Spēcīga, sociāli un ekonomiski neatkarīga ģimene ir viens no svarīgākajiem katras sabiedrības pastāvēšanas priekšnoteikumiem. Ģimenei ir liela ietekme uz sabiedrības un valsts labklājību, kā arī tā veic vairākas citas svarīgas funkcijas, piemēram, uztur demogrāfisko stabilitāti, nodrošina socializāciju bērniem un jauniešiem, kā arī sagatavo tos pastāvīgai dzīvei. Nodrošina ģimenes locekļu aprūpi un sniedz savstarpēju atbalstu ģimenes locekļiem.
Diplomdarba mērķis ir pamatot vienotas ģimenes atbalsta politikas nepieciešamību, parādot iespējamās pieejas šīs politikas izstrādei un tālākai attīstībai, iezīmēt atbildības sadalījumam principus starp ģimeni, sabiedrību un valsti, kā arī iezīmēt iespējamos institucionālos risinājumus ģimenes atbalsta politikas koordinēšanai. Salīdzināt Baltijas valstu ģimenes politikas atbalstu. Analizēt apkopoto informāciju. Izdarīt secinājumus un sniegt priekšlikumus.
Mērķa sasniegšanai nepieciešams:
•noteikt no vajadzībām izrietošu pakalpojumu loku, kas nepieciešami ģimenēm ar bērniem;
•noteikt neatliekamo, optimālo un iespējamo pakalpojumu loku, ko valsts institūcijām, pašvaldībām, sabiedriskām organizācijām un arī privātajam sektoram vajadzētu nodrošināt īsākā un vidējā laika posmā;
•izveidot institucionālo mehānismu vienotas ģimenes atbalsta politikas izstrādei un ieviešanai;
•sniegt konceptuālu pamatojumu Rīcības plāna izstrādei.
Darbā izvēlēti tieši šādi apskatāmie jautājumi, jo uzskatu, ka tajos visprecīzāk ir iespējams izskaidrot darba būtību un atrast atbildes uz sev interesējošiem jautājumiem, kā rezultātā sasniegt pirms darba rakstīšanas uzstādīto mērķi. Strong, socially and economically independent family ir one of the most important conditions for every society. Family has great impact on welfare of society and country, it also accomplishes other very important functions, for example, maintain demographic stability, ensure the socialization of children and young people, and also prepare them for independent life. It also maintains family care and gives mutual support for each member of family.
Aim of this diploma thesis is to motive the need of united family policy by showing possible approaches to developing this policy and expanding it further, to mark the distribution of responsibilities between family, society and country, and also to mark possible institutional arrangements for coordination of family policy. To compare family policies in Baltic countries and to analyze collected information, to draw conclusions and to make proposals.
For achieving this aim, it is necessary to:
•determine the range of services that is important for families with children, depending on their needs
•determine urgent, optimal and possible range of services that state institutions, local governments, community organizations and also private sector should provide in short and medium term
•create institutional mechanism for developing and implementing united family policy
•provide a conceptual basis for the development of action plan
The selected questions are these because I believe that in these questions it is possible to explain the essence of my work and to find answers to questions of interest for me, thus achieving the aim that was settled before writing this work.
When summarizing the results, it is possible to distinguish several trends in evolution of family policy. In the time when it was distinctive for centralized economic management to grant significant family benefits, while discriminating those who were not working in the public sector, reforms in the beginning of 21st century were directed to expanding rights for benefits under principle of universal coverage, to refuse to promote birth rate and to provide more significant advantages for large families.
