Latvijas bankas loma un vieta nestabilitātes apstākļos

Abstract

Bakalaura darbs iz uzrakstīts par tēmu „Centrālās bankas loma un vieta nestabilitātes apstākļos”. Tas ir veltīts Latvijas Bankas monetārās politikas instrumentu analīzei, ņemot vērā gan makroekonomisko situāciju, gan Latvijas dalību Eiropas Savienībā. Temata aktualitāti nosaka tas fakts, ka 2008. – 2010. gada finanšu un ekonomiskā krīze negatīvi ietekmējusi Latvijas tautsaimniecību, atklājas daudzas problēmas, kas radās iepriekšējo gadu straujās nesabalansētās attīstības rezultātā. Esošajā situācijā ir svarīgi identificēt ekonomiskās attīstības problēmas un to rašanās iemeslus, kā arī novērtēt Latvijas Bankas īstenoto monetāro politiku un tās spēju uzturēt ekonomisko stabilitāti valstī, ņemot vērā prasības un ierobežojumus monetārās politikas instrumentu klāstam un to piemērošanai saskaņā ar LR likumdošanu un ES prasībām, kā arī plānoto Latvijas iestāšanos Eiropas Monetārajā Savienībā (EMS). Bakalaura darba mērķis ir, balstoties uz Latvijas Bankas monetārās politikas analīzi, izstrādāt priekšlikumus tautsaimniecības attīstības problēmu risināšanai un tās stabilizēšanai. Bakalaura darbs sastāv no trim nodaļām. Pirmajai nodaļai ir teorētisks raksturs: tajā ir aplūkota banku sistēmas uzbūve un centrālās bankas loma tautsaimniecībā, kā arī analizētas ES centrālo banku sistēma un Latvijas Bankas monetārās politikas teorētiskās nostādnes. Otrā nodaļa ir veltīta Latvijas finanšu un ekonomiskās krīzes cēloņu un seku analīzei; ir izpētīta Latvijas Bankas īstenotā monetārā politika pirms krīzes un krīzes apstākļos. Savukārt trešajā nodaļā ir analizētas iespējamās problēmas un perspektīvas sakarā ar Latvijas iestāšanos EMS. Bakalaura darba apjoms ir 80 lappuses datorsalikumā. Tas satur 4 tabulas un 20 attēlus.

The subject of the bachelor’s thesis is “The Role and Place of Central Bank in Instability Situation”. It is devoted to the analysis of monetary policy tools of the Bank of Latvia, taking into account both microeconomic situation and Latvia’s membership in the EU. The topicality of the subject is determined by the fact that the financial and economic crisis of the year of 2008 – 2010 had a negative impact on Latvian economy; many problems have been revealed, caused by the rapid unbalanced growth of the previous years. In this situation, it is important to determine the problems of economic development and underlying reasons as well as planned Latvia’s membership in European Monetary union (EMU). The aim of the bachelor’s graduation paper is to develop proposals for the solution of economic development and stabilization problems, based on the analysis of monetary policy of the Bank of Latvia. The bachelor’s thesis consists from three chapters. In the first – theoretical – chapter, the structure of banking system and the role of central bank in national economy are considered and the analysis of EU central bank system and theoretical provisions of monetary policy of the Bank of Latvia is carried out. The second chapter is devoted to the analysis of factors and consequences of economic and financial crisis in Latvia; the monetary policy of the Bank of Latvia before and during the crisis is investigated. In turn, in the third chapter the possible problems and perspectives of planned Latvia’s membership in EMU are analyzed. The volume of bachelor’s thesis is 80 printing pages. It contains 4 tables and 20 figures.
