Maģistra darba tēma ir „Klasteru ģeogrāfiskās koncentrācijas ietekme uz klasteru inovativitātes potenciālu”. Darbā ir apskatīta klasteru ietekme uz uzņēmējdarbību, inovācijām un valsts ekonomiku kopumā. Meklējot labāko un efektīvāko veidu valsts ekonomikas attīstības veicināšanai, klasteri ir aprakstīti kā inovācijām labvēlīgākais ekonomiskās sadarbības modelis.
Lai noskaidrotu kāda ir klasteru loma inovāciju radīšanā un valsts ekonomikas konkurētspējas paaugstināšanā, pirmkārt, tika veikta klastera teorijas analīze, galvenokārt, apskatot tādu autoru kā M. Portera un O. Solvela sniegtās klastera definīcijas. Otrkārt, tika apskatītas ES un Latvijas politiskās stratēģijas un programmas klasteru konkurētspējas, inovativitātes un uzņēmējdarbības sekmēšanai, kā arī veikta Latvijā esošu klasteru analīze pēc to dalībnieku ģeogrāfiskās koncentrācijas attiecībā pret spēju veikt inovativitāti veicinošas aktivitātes.
Pētījums parāda, ka Latvijas ietvaros klasteru dalībnieku ģeogrāfiskajai koncentrācijai nav tiešas ietekmes uz klasteru inovativitātes potenciālu, taču klastera dalībnieku skaitam ietekme ir. Dalībnieku inovativitātes potenciāls pieaug līdz ar dalībnieku skaitu klasterī – to optimālais skaits pie vienas organizatoriskās vai vadības vienības ir apmēram 20. Šis fakts var kalpot par vienu no izvērtēšanas kritērijiem atbalsta vai ieguldījumu sniegšanas brīdī. The topic of the Master’s thesis is „The impact of geographical concentration of clusters on their potential of competitiveness”. Author looks at the impact of clusters on entrepreneurship, innovation and the national economy as a whole. In search for the best and most effective way to develop a nation’s economy, clusters are argued to be the best model of economical collaboration in order to create a favorable environment for innovation.
To clarify the role of clusters in creating innovation and competitive advantage, firstly, an analysis of cluster definition and theory by such authors as M. Porter, P. Krugman and O. Solvell was made. Secondly, an overview and analysis of EU’s and Latvia’s politics and programs concerning cluster competitiveness, innovation and entrepreneurship encouragement was carried out. Additionally, author did cluster analysis by their geographical concentration in correlation to activities that promote innovation.
The research shows that geographical concentration has no direct impact on the potential of being innovative. On the other hand, the number of cluster actors in the cluster impacts the innovativeness of a cluster a great deal – the potential to innovate grows in relation to the number of cluster actors. The optimal number of cluster members is around 20 – this being said, one has to take in mind that these indices characterize the behavior of clusters, while they are being managed by one unit of organization. This research shows that that both cluster organizations and national governments can take in mind previously mentioned facts, to get a better return of investment.
