Eiropas Savienības elastdrošības principu ieviešana Latvijas darba tirgū

Abstract

Starptautiskās ekonomiskās integrācijas apstākļos arvien nozīmīgākas kļūst dažādas elastīgas darba organizācijas formas – piemēram, darbs uz noteiktu laiku un darbs uz nepilnu laiku, kas nodrošina darba devēju un ņēmēju spēju pielāgoties mainīgajiem apstākļiem. Vienlaikus pastāv iespēja, ka lielāka darba tirgus elastība var mazināt darba ņēmējiem svarīgo drošību, jo sevišķi – drošību par darbu. Ņemot vērā minēto, ir attīstījies jauns koncepts - „elastdrošība”, kura pamatā ir ideja, ka elastība un drošība, pretēji izplatītajam uzskatam, ir savstarpēji savienojami jēdzieni, kuru integrēta ieviešana var uzlabot darba tirgus funkcionēšanu. Šī darba mērķis ir, aplūkojot elastdrošības koncepta būtību un attīstību Eiropas Savienībā, kā arī tā galveno komponentu – elastības un drošības – jautājumus Latvijā, noskaidrot, vai Eiropas Savienības elastdrošības principi Latvijas darba tirgū tiek ieviesti atbilstoši darba devēju un darbinieku elastības un drošības vajadzībām. Balstoties uz elastdrošības stratēģiju efektivitāti atspoguļojošu statistikas datu analīzi, kā arī ņemot vērā dziļajās ekspertu intervijās ar Labklājības ministrijas un sociālo partneru – Latvijas Darba devēju konfederācijas un Latvijas Brīvo arodbiedrību savienības – pārstāvjiem iegūtos rezultātus, secināts, ka ES elastdrošības principi Latvijas darba tirgū tiek ieviesti tikai daļēji atbilstoši darba devēju un darbinieku elastības un drošības vajadzībām.

The international economic integration highlights the growing importance of different forms of flexible organization of work – such as a temporary work and part-time work – that are deemed to improve the capability of both employers and employees to adopt to the constantly changing conditions. At the same time, it is feared among workers that enhanced flexibility can reduce their security, especially – security of job. Against this background a new concept – “flexicurity” – has evolved entailing the idea that, in contrary to the widespread notion of their mutual incompatibility, flexibility and security are, in fact, reconcilable concepts able to improve the functioning of the labour market. The object of this paper is to assess whether the EU flexicurity principles are being introduced in the labour market of Latvia according the employers’ and employees’ flexibility and security needs. Based on the analysis of the statistical data resembling the effectiveness of the flexicurity strategies as well having regard of the results gained during the in-depth interviews with representatives of the Ministry of Welfare as well as the social partners – Employer’s Confederation of Latvia and Free Trade Union Confederation of Latvia – it can be concluded that the introduction of the EU flexicurity principles in the labour market of Latvia is only partly corresponding to the employers’ and employees’ flexibility and security needs.
