Administratīvi teritoriālās reformas izvērtējums Apes novada pašvaldībā

Abstract

Maģistra darba nosaukums „Administratīvi teritoriālās reformas izvērtējums Apes novada pašvaldībā”. Darba mērķis - veikt vietējās Administratīvi teritoriālās reformas izvērtējumu Apes novadā un izstrādāt priekšlikumus novada pārvaldes turpmākajai attīstībai. Maģistra darba ietvaros tiek pētīti pašvaldību reformu teorētiskie aspekti, administratīvi teritoriālās reformas (turpmāk – ATR) virzība Latvijā, ATR analītiskie rezultāti Apes novadā, ATR salīdzinošie rezultāti Apes novadā, izpētīti Apes novada iedzīvotāju un ekspertu viedokļi par ATR Apes novadā un izstrādāti priekšlikumi Apes novada pašvaldības attīstībai. Darbā secināts, ka Apes novadam ir iespēja attīstīties, patstāvīgi saimniekot, attīstīt nepieciešamo infrastruktūru, veidot sava novada iedzīvotāju interesēm atbilstošus dzīves apstākļus.

The title of the master’s paper is „Assessment of the administrative territorial reform in the municipality of Ape self - government”. The aim of the paper is to estimate the local administrative territorial reforms in Ape municipality and to work out the proposals for the further development of municipality administration. The following issues - the theoretical aspects of self-government reforms, the development of administrative territorial reforms (henceforward – ATR) in Latvia, the analytical results of ATR in Ape municipality, the comparative results of ATR in Ape municipality as well as the viewpoints of Ape inhabitants and experts about the ATR in Ape municipality have been studied and the proposals for the development municipality of Ape self- government have been worked out within the master’s paper. The paper concludes that Ape municipality has opportunities for further development and independent management.
