| dc.description.abstract | Bakalaura darba “Eiropas Savienības investīcijas vides aizsardzībā Latvijā” ir analizētas vides aizsardzības finansēšanas politika Latvijā.
Vides sektora problēmu risināšanai nepieciešams būtisks līdzekļu nodrošinājums un finansēšanas pilnveidošanai nepieciešama elastīga pieeja dažādu vietējo un starptautisko finansu resursu instrumentu pielietošana. Tāpēc darbā tiek apskatīti vides projektu finansēšanas mehānismi, lai noskaidrotu vides aizsardzības projektu realizēšanā pieejamos līdzekļus un to optimālo izmantošanu, analizējot Eiropas Savienības (ES PHARE programmu, gan pirms pievienošanās strukturālo fondu ISPA, Kohēzijas fonda, Eiropas reģionālā attīstības fonda, kā arī divpusējās palīdzības) investīcijas vides aizsardzības projektu realizēšanā, analizēti vides projektu realizācijai piesaistāmie starptautisko finansu institūciju kredītlīdzekļi, kā arī valsts un pašvaldību ieguldījums ūdenssaimniecības un atkritumsaimniecību attīstības projektu realizācijā.
Analizējot finansējuma izmantošanas pamat tendences, tika konstatēti resursu izmantošanas veidi, kā arī vienlaikus parādīti finansu instrumentu piesaistes apgrūtinājumi, kuri saistīti ar nepilnībām pastāvošajos normatīvajos aktos.
Darbā pamatojoties uz Latvijas vides aizsardzības projektu finansēšanas pielietotā mehānisma datu analīzi, izstrādāt priekšlikumus vides projektu realizācijas pilnveidošanai ūdenssaimniecības un atkritumu apsaimniekošanas projektos.

| dc.description.abstract | In the Bachelor Work “The Investment of European Union in the Environment Protection in Latvia” are analyzed the political problems of environment protection in the republic of Latvia.
Significant financial resources are required to the address the problems and needs of the environment sector and financing opportunities for projects a flexible approach is required when using various local and international financial resources and instruments.
Therefore the financing mechanisms of environment protection will be examined in order to clarify the accessible means of environment protection projects realization and its optimum utilization, as well as, analyses European Union (EU PHARE program, pre- alignment structural fund ISPA, Cohesion Fund, European Regional Development Fund as well as the bilateral contributions) investments in the projects realization of environment protection, the credit instruments of the international financial institution as well as state budget and municipal investments implementation in realization of environment protection.
By analyzing present trend in the allocation of finances, the utilization of financial resources was defined as well as difficulties associated with the use of financial instruments were indentified at the same time, related to deficiencies in the existing legal acts.
The goal of the work is, on the basis of an analysis of date from the currently used environment protection financing scheme, to improve the financing and implementation of environment protection- water and waste management.
