Sociālā potenciāla nozīme pašvaldības attīstības veicināšanā: Burtnieku novada analīze

Abstract

Analizējot pašvaldības attīstību, visbiežāk par pamatu tam vai šī attīstība būs veiksmīga ņem vērā finanšu vai cilvēkresursu radītājus. Tomēr pēdējo gadu laikā uzmanība tiek pievērsta arī tā sociālā potenciāla nozīmei. Pašvaldības sociālo potenciālu var uzskatīt par vienu no svarīgākajiem priekšnoteikumiem, lai tās attīstība būtu veiksmīga, jo pat ja pašvaldībai ir pieeja daudz resursiem, bez pietiekoša sociālā potenciāla tās attīstība būs stagnējoša. Latvijā šis temats līdz šim nav plaši pētīts, tādēļ šī pētījuma mērķis ir novērtēt Burtnieku novada sociālo potenciālu un tā nozīmi pašvaldības attīstības procesos. Pētījuma laikā tika konstatēts, ka Burtnieku novada sociālajam potenciālam pašvaldības attīstības procesos ir nozīmīga loma. Tas ir veicinājis novada ekonomisko attīstību, atpazīstamību, tūrisma un atsevišķu sporta veidu attīstību. Tāpat atklājās, ka sociālais potenciāls ir tas, kas palīdz pašvaldībai labāk identificēt iedzīvotājiem aktuālākās problēmas.

When analyzing the development of local municipality researchers usually as the main success indicators consider amount of financial and human resources. However recently there has been a shift in attention to the analysis of the social potential. It can be considered as one of the most important prerequisites for the development to be successful, because even if the municipality has a lot of resources, without social potential the development will be stagnating. In Latvia this aspect of development hasn’t been widely studied, therefore the purpose of this research is to evaluate the social potential of Burtnieku municipality and its role in local development processes. During the research it was found that social potential in this municipality have a significant role in local development. It has contributed to the economic development, fostered its recognition, development of tourism and certain sports. Also it can help local government to better identify the problems.
