Ārvalstīs strādājošo vecāku bērnu aprūpes pārraudzības sistēmas trūkumi

Abstract

Autores pētījuma temats ir „Ārvalstīs strādājošo vecāku bērnu aprūpes pārraudzības sistēmas trūkumi.” „Šī darba mērķis ir noskaidrot, kādi ir ārvalstīs strādājošo vecāku bērnu aprūpes pārraudzības sistēmas trūkumus un pamatojoties uz speciālistu ieteikumiem izstrādāt ieteikumus bērnu pārraudzības sistēmas uzlabošanai. Latvijā nepastāv savstarpēji koordinēta un sistemātiska pārraudzība pār personām, kuras tiek juridiski pilnvarotas aprūpēt bērnu, kura vecāki ilgstoši atrodas un strādā ārvalstīs. Diplomdarbs sastāv no sešām nodaļām, kurās tiek izvērsts un pētītas bērna vajadzības pēc fiziskas un emocionālas aprūpes, pamešanas novārtā veidi un ietekme uz bērna attīstību, pārraudzības sistēmas principi un profesionāļu viedokļi par iespējamiem trūkumiem bērnu pārraudzības sistēmā gadījumos, kad vecāki pilnvaro citas personas aprūpēt bērnu ilgstošas prombūtnes laikā ārvalstīs. Pamatojoties uz empīriskā pētījuma rezultātiem, izstrādāti ieteikumi bērnu aprūpes pārraudzības sistēmas trūkumu mazināšanai, lai mazinātu vardarbības riskus un citu sociālo problēmu ķēdi. Veicot teorētiskās literatūras analīzi par bērna aprūpi un tās nozīmi uz bērna emocionālo un fizisko attīstību, autore izmantoja psihologa H.Mareja (Muray.H.1938), A. Maslova (Maslow A.H.,1954) un E. Eriksona (Erikson,E.,1968) teorijas, kā arī, Zuravina un Teilora (Zuravin and Taylor, 1987;2001), D. Ivanieka (Iwaniec,D.2006) un organizācijas NCANDS (Nacional child abuse and neglect data sistem,2007, ASV) publikācijas par pamešanu novārtā un aprūpes nenodrošināšanas pazīmēm. The author's research topic is "Working abroad parental child-care monitoring system is flawed." This work aims to find out what is working abroad parental child care oversight system deficiencies and on the basis of expert advice develop recommendations for improving child monitoring system. Latvian file of coordinated and systematic supervision of persons who are legally authorized to care for children whose parents sustained working abroad. Research consists of six chapters that are developed and studied in the child's needs for physical and emotional care, neglect types and effects on child development, monitoring systems principles and professional opinions about potential shortfalls in the child monitoring system, where the parental authority of another person's long-term care for children during the absence abroad. Based on the empirical results of the study, developed recommendations for child-care monitoring system is flawed and to reduce the risk of violence and it can lead to the chain of others social problems. By theoretical analysis of literature child care and its importance to the child's emotional and physical development, the author used a psychologist H. Marea (Muray . H.1938), A. Maslow (Maslow A.H., 1954) and E. Erikson (Erikson, E., 1968) theory, as well as Zuravina and Taylor (Zuravin and Taylor, 1987, 2001), D. Ivanieka (Iwaniec, D.2006) and the organization NCANDS (National Child Abuse and neglect data system, 2007, U.S.) publications on the abandonment of care and failure to give evidence.
