Ielu bērnu problēmas risināšanas metodes Rīgā un to politiskie aspekti

Abstract

Šī darba mērķis ir definēt pastāvošo problēmu, aprakstīt esošo sistēmu, izstrādāt koncepciju darbam ar ielu bērniem, viņu skaita samazināšanu, kā arī pieradīt hipotēzi: ja Rīgas Dome proaktīvi iesaistīsies ielu bērnu problēmas risināšanā, tas sekmētu ielu bērnu skaita samazināšanos un viņu reintegrāciju sabiedrībā.

Bija veiks petījums, lai uzzinātu sabiedrības viedokli – kāpēc bērni nokļūst uz ielas? Ir aprakstīta ielu bērnu problēma Rīgā un tas rašanas iemēslus, sniegti ielu bērnu definīciju un to raksturojumu. Tika analizēti un aprakstīti esošas valsts un Rīgas pašvaldības metodes ielu bērnu problēmu risināšanā.

Darba gaitā bija izstrādāta koncepcija un tās finansēšanas iespējas, kuras mērķis ir novērst esošus trūkumus un uzlabot ielas bērnu atbalstu, kuru turpmāk planots nosūtīt Rīgas Domei. Piedāvātā koncepcija sastāv no septiņiem posmiem: iesaistīšana, rehabilitācija, jauniešu (pagaidu) māja, izglītošana, reintegrācija, profilakse un kontrole, ģimenē.

Kopā ar koncepciju tika izteikti ierosinājumi par ielu bērnu problēmas vietu politiskajā vidē. Tiek atrasti uzlabošanai nepieciešami panti Bērnu tiesību aizsardzības likumā.

The aim of this work is to define existing problem, describe current system and develop concepts for street children, its reduction, as well as proving a hypotesis: if the Riga City Council will proactively engage into street children problem resolving, it would facilitate reduction in number of street children and their reintegration into society.

Research has been done, to find out society opinion – why children get on the street. There is described street children problem in Riga and its root causes, definition of street children is given and provided its characteristics. Methods of street children problem resolving are described and analized from State and Municipality of Riga perspectives.

The concept and its financing options were developed as the result of this work, designed to fill in existing gaps and to improve support for street children. That will be send to Riga City Council. Consept consists of seven stages: involvement, rehabilitation, youth (temporary) home, education, reintegration, prevention & control and family.

Suggestions for the street children problem in the political enviroment were described as well. There was found necessity of improvement in the Law of protection of Children rights.
