Abstract

“Jelgavas rajona pašvaldību darbība sociālās atstumtības un nabadzības pārvarēšanā” ir autores patstāvīgs darbs, kā mērķis ir veikt praktisku pētījumu par Jelgavas rajona sociālo situāciju attiecībā uz nabadzības un sociālās atstumtības mazināšanas politikas procesa attīstības gaitu rajona pašvaldībās laika periodā no 2004. gada.

Darba procesā tiek attēlota prasme analizēt sociālās attīstības procesus un veikt analītiskus secinājumus. Pētījuma rezultāti sniedz iespēju veikt kopējo Jelgavas rajona nabadzības un sociālās atstumtības risināšanas novērtējumu pašvaldībās, gūtie secinājumi un dati var tikt turpmāk izmantoti kā tālāko pētījumu informatīvais un salīdzinošais avots.

Balstoties uz oficiālu pārskatu un ziņojumu informāciju datiem, darbā tiek aplūkotas minēto sociālo problēmu riskam visvairāk pakļautās iedzīvotāju grupas: daudzbērnu un nepilnās ģimenes, vecie ļaudis un invalīdi.

Pētījuma empīriskajai daļai tiek izmantoti sociālo ziņojumu, koncepciju un stratēģiju, ANO pārskata par tautas attīstību, CSP ziņojumu par mājsaimniecību budžetu un dzīves apstākļiem Latvijā un Zemgales novada laikrakstu informatīvo pētījumu dati, SVID analīze par Zemgales reģionālo un rajonu attīstību, pašvaldību atskaišu un sociālo darbinieku aptaujas rezultātu informācija. Gūto datu analīzes uzdevums ir noskaidrot, vai Jelgavas rajona pašvaldības nodrošina nabadzības un sociālās atstumtības mazināšanas praktiskās risināšanas iespējas un resursus, veicinot iedzīvotāju labklājības celšanu. Darba empīrisko datu analīzē tiek izmantota racionālās izvēles un plānošanas teorija.

Darba gaitā tiek izvērtēti tādi nabadzības un sociālās atstumtības risināšanas rādītāji kā pašvaldības piešķirtie budžeta līdzekļi sociālajiem pabalstiem un aprūpei, notikušie sociālās iekļaušanas un aktivitāšu pasākumi, projekti un konsultācijas, vides un organizatorisko resursu nodrošinājums, sociālo atbalsta centru izveide un darbība, darba kvalifikācijas celšanas un motivācijas programmu iespējas izvēlēto sociālā riska grupu iedzīvotāju labklājības celšanai.

“The activity of the self-governments of the Jelgava’s region in overcoming of social backwardness and poverty” is the independent work of the author, whose purpose consists of conducting of a practical study of social situation in the Jelgava’s region regarding to the course of the process of the development of the policy of the decrease of social backwardness in the self-governments of region since 2004.

During the work is represented the skill to analyze the processes of social development and making of analytical conclusions. The results of a study give the possibility to conduct the general evaluation of the solutions of poverty and social backwardness of the Jelgava’s region in the self-governments, the obtained conclusions and data they can be subsequently used as the informative and comparing source.

Relying on information data of official survey and reports, work examines the most subjected to this social problem risk groups: large and incomplete families, old people and invalids.

For the empirical part are used data of social reports, concepts and strategy, the report to United Nations about the people development, reports about the budgets of housework and living conditions in Latvia, and data of studies of the informative publications of the Zemgale’s apanage, analysis about the development of Zemgale’s regions, reports of self-governments and results of the information, obtained as a result of the interrogations of social workers. By the task of the analysis of obtained data is the explanation of the guarantee of possibilities and resources of the self-governments of the Jelgava’s region in the sphere of the practical solutions of decreasing of poverty and social backwardness by increasing the welfare of inhabitants. The theory of rational selection and planning is used for the analysis of empirical data of work.

During the work are given estimations to such indices of the solution of poverty and social backwardness as assignment by the self-governmental budget fund to the social benefits and the withdrawal, the carried out measures for the social inclusions and the activity, projects and consultations, the guarantee of a medium and organizational resources, creation and the work of the centers of social support, possibilities of motivational programs and programs of increasing of the qualification of labor to heighten the welfare of the selected group of social risk.
