There is a particular peculiarity of development of Information systems based upon the basis of regulatory documentation and its practical application: the process of refinement and clarification of requirements is very detailed; it is continued up to the period of implementation since the modifications of requirements are caused by external factors more than by the client itself.
In this work, requirements specification, validation, verification and control within the process of development of state-owned information system are described and considered.
Initial requirements for such systems development often represent general problem description and a list of regulatory documentation related to particular organization, its activities and tasks. A part of these systems requirements is often either covered or defined in state regulations and standards.
