Autores izvēlētais temats- Publiskā un privātā partnerība(PPP)- ir attiecināms uz faktu, ka noturīgas makroekonomikas vides nodrošināšana caur sekmīgām un pārdomātām valsts investīcijām tās infrastruktūrā spēj veicināt valsts izaugsmi un nodarbinātības līmeni, taču ierobežoto valsts/ pašvaldību finansiālo līdzekļu rezultātā netiek īstenoti investīciju projekti nepieciešamajās vajadzībās. Autores mērķis ir izpētīt PPP modeļus, PPP projektu Finanšu un ekonomisko aprēķinu metodiku un veikt konkrēta projekta novērtēšanu tradicionālā iepirkuma un PPP alternatīvām. Pētījuma galvenie secinājumi:1) PPP popularitāte Latvijā ir ļoti zema, jo trūkst vispārējo zināšanu un pieredzes, kā arī šādu projektu īstenošana ir sarežģīta; 2) PPP gadījumā tiek minimizētas projekta dzīves cikla izmaksas; 3) PPP ir uz rezultātu orientēts risinājums; Bakalaura darbs sastāv no 75 lapaspusēm un ir iedalīts 3 nodaļās un 8 apakšnodaļās. Darbā ir ievietotas 15 tabulas, 11 grafiskie attēli, 6 formulas un 9 pielikumi. Atslēgas vārdi: Publiskā un privātā partnerība, investīcijas, risku sadale, ieguldījumam atbilstošā vērtība. The author decided to study Public private partnership due to the fact that carefully evaluated investments in the public sector infrastructure can help to sustain stable macroeconomic environment in the country and, thus, facilitate economic growth and employment. However, the limited financial resources of the country/municipality do not allow carrying out the necessary investments in the public infrastructure which could facilitate economic growth and employment. As a result, the author explores different PPP models, the underlying methodology of the financial and economical analysis and the real life applicability of the PPP by exploring different PPP alternatives and comparing them with public procurement. The main findings of the paper are as follows: 1) the popularity of the PPP is low, because there is substantial lack in knowledge and experience in PPP project implementation technique, besides the successful implementation of the PPP is quite difficult; 2) the PPP allows decreasing the cost of project lifecycle; 3) The PPP is oriented towards result. The bachelor thesis constitutes of 75 pages and is divided in 3 parts and 8 subparts. The thesis has 15 tables, 11 graphical objects, 6 formulas and 9 appendixes.
