E-pārvalde - Valsts pārvaldes pilnveidošanas līdzeklis. ES iniciatīvas e-pārvaldes īstenošanā

Abstract

Maģistra darba ietvaros mēģināts aplūkot pēc iespējas plašāku jautājumu loku, kas ir saistīts ar informācijas tehnoloģiju (IT) pielietošanu valsts pārvaldē. Tika mēģināts arī izveidot priekšstatu par iespējām un problēmām, ierobežojumiem un sasniegumiem elektroniskās pārvaldes ieviešanas procesā. Īpašs uzsvars likts uz e-pārvaldes attīstības līmeņiem, kas ir absolūti nepieciešami priekšnosacījumi jebkuras valsts ekonomiskai un sociālai attīstībai. Tika novērtēti faktori, kas ietekmē e-pārvaldes veidošanas procesu, kā arī tās bremzējošie faktori.Tikа aprakstīta arī ciparu demokrātija. Pamatojoties uz izritējušām savstarpējas atkarības teorētiskiem modeļiem: e-pārvalde un birokrātija, un e-pārvalde un Jauna publiskā pārvalde/laba pārvaldība, izanalizētas ES iniciatīvas un plāni e-pārvaldes īstenošanā. Empīriska daļā aplūkots Labākas prakses modelis ES – Dānijas e-pārvaldes funkcionēšanas modelis.

Within the framework of master’s thesis attempt to consider whenever possible most the broad audience of questions connected to application of information technologies in the government was undertaken. Opportunities and problems, restrictions and achievements were analyzed in the field of introduction of e-government. The special accent was made on levels of e-government development that is the integral condition socially - economic development of any state. Factors which influence e-government development, as well as the factors, braking e-government development were appreciated. Digital democracy and its forms was described. Being based on the received laws in models: e-government and burocracy, e-government and Good governance/New public managment, are analysed EU initiatives and plans in e-government sp here. In a practical part is Best practice model of functioning of the e-government model in Denmark.
