Konverģence vai diverģence: Eiropas Savienības reģionālās politikas izaugsmes efekti

Abstract

Šajā pētījumā autors skaidro konverģences un diverģences koncepcijas un padziļināti apskata Eiropas konverģences procesus un to novērtēšanas metodes, atsevišķi nodalot σ-konverģenci un β-konverģenci. Pētījumā tiek arī aplūkotas alternatīvas metodes konverģences analīzei un ar attiecīgajiem vinādojumiem novērtēta ES valstu un reģionu konverģence pēc NUTS II klasifikācijas. Pētījums pieverš īpašu uzmanību NUTS II reģionālajam sadalījumam, jo tieši šajā līmenī darbojas Eiropas Savienības un nacionālā reģionālā politika, tādējādi, pēc novērtējuma rezultātiem butu , būs iespējams ne tikai spriest par reģionu konverģences procesu, bet arī par īstenotās reģionālās politikas efektivitāti attiecībā uz β-konverģences un σ-konverģences veicināšanu.Dotaja darbā tiek arī veikta analīze, kurā Eiropas valstis un reģioni tiek grupēti atbilstoši to ienākuma līmenim attiecibā pret ES27 ienākumu indeksu.

Given research paper is devoted to the concepts of convergence and divergence in the context of the economic growth, performs in-depth analysis of the convergence processes happening in the European Union and its assessment means, looking separately into σ-convergence and β-convergence. Alongside, this paper provides an overview of the alternative methods to the convergence analysis and evaluates them against traditional methodological tool-kits so that appropriate assessment of the convergence processes at the NUTS II level in European Union can be performed. Research emphasises NUTS II regional level primarily due to the fact that this is the level which is in the focus of the EU Regional Policy; therefore, deriving from the research results it would not only be possible to judge upon the strength of the convergence, but also would allow understanding the degree of policy effectiveness.
