Komercbanku kredītpolitikas tiesiskais regulējums Latvijā un tā nepilnības

Mūsdienās sarežģītās ekonomiskās un finanšu situācijas apstākļos, viens no valstu valdību un attiecīgo valstu institūciju uzdevumiem ir noturēt finansiālo stabilitāti valstī, līdz ar to arī stabilu banku sektoru. Ļoti būtiska loma šajā procesā ir efektīvam komercbanku darbības tiesiskajam regulējumam un attiecīgajām komercbanku uzraudzības iestādēm. Tā kā viens no pasaules ekonomiskās un finanšu krīzes rašanās cēloņiem bija komercbanku nepiesardzīgā kredītpolitika un aktīvā kreditēšana, tad darba autorei radās interese tieši par jautājumiem saistībā ar komercbanku kredītpolitiku un tās tiesisko regulējumu Latvijā kā vienā no Eiropas Savienības dalībvalstīm, kuru ekonomiskā un finanšu krīze ir skārusi ļoti smagi.
Diplomdarba mērķis ir izpētīt komercbanku kredītpolitikas skaidrojumus un būtību, komercbanku kredītpolitikas tiesisko regulējumu Latvijā un konstatēt nepilnības, kā arī piedāvāt šo nepilnību risinājumus priekšlikumu veidā.
Autore secina, ka komercbanku kredītpolitikas tiesiskais regulējums Latvijā ir izveidots pietiekami kvalitatīvi un efektīvi, tomēr pastāv arī šī regulējuma nepilnības. Autore darba nobeigumā piedāvā 7 priekšlikumus nepilnību risināšanai saistībā ar komercbanku kredītpolitiku un tiesisko regulējumu.
Pētījumā izmantota monogrāfiskā izpētes metode, normatīvo aktu analīze un eksperta intervija. Diplomdarba apjoms ir 83 lappuses, izmantoti 67 avoti, 3 attēli.

As today’s financial and economic situation is tough, the task of the state administration and other relevant authorities is to hold the financial stability of the state, wherewith the stability of banking sector. The essential role in this process plays the effective judicial regulations of commercial banks activity and the relevant banks’ supervisory authorities. As one of the financial crisis causes was careless credit policy of commercial banks and active lending, the author of this work is interested in the questions connected with credit policy of commercial banks and judicial regulations of commercial banks in Latvia as one of the EU member states, which has hardly suffered from economic and financial crisis.
The goal of the Diploma is to investigate the essence and interpretation of the credit policy of commercial banks, the judicial regulations of commercial bank activity in Latvia, to discover the lacks and to propose problem solving solutions.
The author has come to a conclusion that the judicial regulation of commercial bank activity in Latvia is developed rather qualitatively an efficiently, nevertheless this regulation has some lacks. In conclusion the author proposes 7 solutions for elimination of commercial bank credit policy regulation lacks.
In the research the monograph method, the analysis of laws and regulations and the interview of an expert were used. The Diploma is developed on 83 pages, 67 sources and 3 images were used.
