Nekustamā īpašuma vērtēšanas pilnveidošanas problēmas Latvijā

Abstract

Maģistra darba “Nekustamā īpašuma vērtēšanas pilnveidošanas problēmas Latvijā” mērķis ir iepazīstoties ar nekustamā īpašuma vērtēšanas organizāciju Latvijā, noteikt nekustamā īpašuma vērtēšanas problēmas un to pilnveidošanas iespējas. Maģistra darba struktūra veidota atbilstoši izvirzītajam mērķim un uzdevumiem. Darbs sastāv no 4 nodaļām 89 lappušu apjomā, tajā ir 8 attēli un 12 tabulas. Pirmajā darba nodaļā “Nekustamā īpašuma tirgus nozare” pētīta jēdziena “nekustamais īpašums” izpratne, noteiktas nekustamā īpašuma tirgus īpašības, analizēta tā izveide, attīstība un pašreizējā situācija, kā arī uzmanība ir piešķirta nekustamā īpašuma vērtēšanas procesam. Otrajā nodaļā “Nekustamā īpašuma vērtēšana” ir veikta nekustamā īpašuma vērtības veidu izpēte, analizētas nekustamā īpašuma vērtēšanā pielietojamās metodes, vērtēšanas standarti un principi, ir apskatīti vērtēšanu reglamentējošie dokumenti. Trešajā nodaļā “Nekustamā īpašuma vērtēšanas organizācija Latvijā” veikta vienīgās Latvijas valsts robežās esošās vērtētāju asociācijas darba analīze, t.sk. ir izpētīta asociācijas vēsture, struktūra. Ir raksturotas vērtētāju sertifikācijas un apmācības iespējas, ir atspoguļotas prasības, kas tiek izvirzītas vērtētāju darbam un darba rezultātu noformēšanai. Ceturtā nodaļa “Nekustamā īpašuma vērtēšanas pilnveidošana Latvijā” iekļauj praktisko nekustamā īpašuma vērtējumu analīzi. Kā arī, te ir izvirzīti galvenie virzieni nekustamā īpašuma vērtējumu kvalitātes pilnveidošanā. Secinājumos un priekšlikumos apkopotas svarīgākās atziņas par nekustamā īpašuma tirgus un vērtēšanas nozares pašreizējo stāvokli Latvijā, ir izvirzīti priekšlikumi vērtēšanas nozarē pastāvošo problēmu risināšanai. The aim of the Master Paper “The Problems of perfection of real estate`s valuation in Latvia” is to determine the problems in estimating the real estate and the possibilities of their improvement by getting acquainted with the organization of the real estate estimate in Latvia. The structure of the master paper is constructed in accordance with the set aim and objectives of the research. The paper consists of 4 chapters in the amount of 89 pages, there are 8 figures and 12 tables in the paper. In the first chapter “The Branch of the Real Estate’s Market” of the paper the understanding of the concept of “real estate” is examined, the properties of the real estate’s market are determined, its formation, development and present situation are analyzed, the attention is paid to the process of the real estate’s estimate as well. In the second chapter “The Estimate of the Real Estate” the study of the real estate’s value ways is performed, the methods applicable in the real estate estimate, estimate standards and principles are analyzed, the documents regulating estimate are examined. In the third chapter “The Real Estate’s Estimate Organization in Latvia” the analysis of the only estimate association’s activity on the territory of the Latvia is performed, int.al. the history and structure of the association is studied. The possibilities of the estimator certification and training are characterized, the requirements regarding the work of the estimator and the formatting of the work results are reflected. The forth chapter “The Improvement of the Real Estate’s Estimate in Latvia” includes practical analysis of the real estate estimate. Main directions for the improvement of the quality of the real estate’s estimate are set forth here as well. In the conclusions and suggestions the most important findings regarding the branch of the real estate’s market and the present situation of the real estate’s estimate in Latvia are summarized, the suggestions regarding the solution of the problems existing in the estimate branch are set forth.
