Pakalpojumu apdzīvojuma struktūras izmaiņas administratīvi teritoriālās reformas ietekmē Vecumnieku novadā

Abstract

Bakalaura darbā „Pakalpojumu un apdzīvojuma struktūras izmaiņas administratīvi teritoriālās reformas ietekmē Vecumnieku novadā ” tiek analizēts un pētīts valsts, pašvaldības un komercpakalpojumu piedāvājums un pieejamība Vecumnieku novadā pēc administratīvi teritoriālās reformas 2009.gadā, kad Latvijas teritorijā tika izveidots jauns pašvaldību pārvaldes modelis, divu līmeņu pašvaldības aizstājot ar 118 viena līmeņa pašvaldībām. Tāpat darbā tiek analizētas iedzīvotāju skaita izmaiņas Vecumnieku novada laika posmā no 2000. līdz 2011.gadam. Darbā ir gūtas atziņas, ka novada iedzīvotāju skaitam samazinoties un pieaugot prasībām pēc kvalitatīvākiem pašvaldības pakalpojumiem, kā arī ierobežoto finansu iespēju dēļ, mazās lauku pašvaldības vairs nespēja nodrošināt pakalpojumus pietiekamā kvalitātē un kvantitātē, un apvienojoties novadam, pieaug lauku pašvaldību iespējas, gan piesaistot Eiropas fondu līdzekļus, gan apvienojot pašvaldību naudu, tas var paveikt daudz apjomīgākus projektus, nekā līdz tam. Darbam ir ievads un četras nodaļas: Administratīvi teritoriālās reformas un teritoriju attīstība, Pētījuma materiāli un metodes, Novada telpiska struktūra un iedzīvotāju kustība un Administratīvi teritoriālās reformas ietekme uz novada attīstību. Pirmajā nodaļā tiek apskatīta teritoriālo reformu vēsture Latvijā, tās teorētiskais pamatojums, pasaules prakse un Vecumnieku novada teritorijas attīstība. Otrajā nodaļā tiek raksturoti izmantotie materiāli un metodes, kas izmantotas darba mērķa sasniegšanai. Trešajā tiek raksturota Vecumnieku novada iedzīvotāju skaita dinamika laika no 2000. līdz 2011.gadam, apdzīvojuma struktūra pa novada pagastiem un ciemiem un publisko un komercpakalpojumu pakalpojumu pieejamība, sabiedriskā transporta struktūra un pieejamība, skolu un bērnudārzu tīkls un pieejamība. Ceturtajā nodaļā tiek analizēta pakalpojumu kvalitātes izmaiņas, pakalpojumu pieejamības izmaiņas, salīdzinājums ar citiem Bauskas rajona novadiem un secinājumi. In the bachelor’s work „Influence of administrative territorial division reform on changes of service and settlement structure in Vecumnieki municipality” has been analysed and researched supply and accessibility of states, self-governments and commercial services in Vecumnieki municipality after administrative territorial division reform in 2009, when in the territory of Latvia was made a new self-government administration model, they replaced two-level self-governments with 118 one-level self-governments. Changes in the number of Vecumnieki inhabitants in the time period from 2000 until 2011 has been analysed as well. The author has researched how according to decrease of inhabitation and increase of demand for better quality self-government services. Because of limited finances, small self-governments couldn’t provide services in the best quality and quantity, and merging municipalities, opportunities for rural self-governments in attracting European founding possibilities, pooling self-governments’ recourses, grows more than before and rural self-governments now can realise greater projects. There are preamble and 4 chapters in this work : Administrative territorial reforms and development of territories, Research materials and methods, Spatial structure of the municipality and movement of inhabitation, Influence on the development of municipalities’ from administrative territorial reform. The 1st is about the history of territorial reform in Latvia and its theoretical proof, world’s experience and territory development in Vecumnieki municipality. In the 2nd chapter materials and methods used in the work are described. 3rd – inhabitation amount dynamics in the time period from 2000. till 2011. and inhabitation structure in the municipality, villages and rural territory has been described as well as accessibility of commercial services, public transport, schools and kindergartens. In the 4th chapter changes in service quality, accessibility has been analysed as well as Vecumnieki municipality comparison with other municipalities in Bauska county.
