In the thesis “Neofunctionalism, intergovernmental theory and integration of Turkey in EU”, the process of Turkey’s integration in EU is viewed through two theories of European integration: neofunctionalism and intergovernmental theory. Both of these theories and their elements will be adapted and adjusted to the process of Turkey’s integration in EU in order to find the answer to the main question: who conducts integration of Turkey in EU? The hypothesis of this thesis is as follows: the process of Turkey’s integration in EU depends on the position of EU member states, not on Turkey’s success in negotiation process or completion of accession criteria. In order to test the hypothesis, six tasks needed to be accomplished: to explore neofunctionalism and intergovernmental theory and to adjust them to the integration of Turkey in EU; to give brief chronology of Turkey’s and EU relationship before the official beginning of accession negotiations in 2005 and to analyze the progress of Turkey’s integration in EU after the year 2005; to find out the main differences between Turkey and EU member states and problems of Turkey on the road to EU; to identify the main spheres of Turkey’s and EU interdependence; to explore the pace of accession negotiations and completion of accession criteria; to analyze the position of EU member states regarding the process of Turkey’s integration in EU.
