Politiskā režīma dinamika Krievijā V.Putina un D.Medvedeva prezidentūru laikā: Bakalaura darbs rakstīts latviešu valodā, to veido ievads, metodoloģija, teorētiskā un empīriskā daļa, secinājumi.
Darba mērķis ir izpētīt vai politiskais režīms Krievijā D.Medvedeva prezidentūras laikā ir kļuvis demokrātiskās salīdzinot ar V.Putina prezidentūras laiku.
Šī mērķa sasniegšanai tika veikti sekojošus uzdevumi:
1.izpētītas demokrātiska režīma un hibrīdrežīmu galvenās iezīmes;
2.pielīdzinātas demokrātiska režīma pazīmes objektīviem rādītājiem;
3.šīs pazīmes apskatītas V.Putina prezidentūras laikā no 2000. līdz 2007.gadam;
4.šīs pazīmes apskatītas D.Medvedeva prezidentūras laikā no 2008.gada līdz 2010.gada martam ieskaitot;
Darba teorētiskajā daļā darba autore pēta demokrātijas un hibrīdrežīma galvenās pazīmes, kuras Krievijā sastopamās iezīmes norāda uz to, vai tā ir demokrātiska vai hibrīdrežīma valsts.
Metodoloģijā darba autore pielīdzina galvenās demokrātijas pazīmes objektīviem rādītājiem, tādiem kā vārda brīvība, godīgas vēlēšanas, NVO darbība, fundamentālās indivīdu tiesības u.c.
Darba empīriskajā daļā darba autore šos rādītājus analizē gan V.Putina, gan D.Medvedeva prezidentūru laikā. Autore pētīta un salīdzina šo rādītāju attīstību Krievijā laika posmā no 2000.gada līdz 2010.gada martam ieskaitot.
Nozīmīgākie secinājumi. Hibrīdrežīms ir tāds režīms, kas nav demokrātija, lai gan valstī pastāv visi demokrātiskie institūti, tāpat tas nav autoritārs režīms, jo formāli politiskie procesi „saucas” demokrātiski un tam iztrūkst viena vai vairākas autoritāra režīma pazīmes.
Tāpat darbā tika secināts, ka D.Medvedeva prezidentūras laikā politiskais režīms Krievijā, salīdzinot ar V.Putina prezidentūru, nav kļuvis demokrātiskāks, jo Medvedevs publiskās runās uzsver, ka ir atvērtāks un demokrātiskāks par savu priekšgājēju, tomēr reālas darbības tam neseko, un fakti liecina, ka Krievija drīzāk virzās uz autoritāru režīma tipu, nevis demokrātiju. Joprojām pastāv stingri vārda un izteiksmes brīvības ierobežojumi, vēlēšanu process nav kļuvis caurspīdīgāks, un ir pamatotas aizdomas par rezultātu falsificēšanu. Iedzīvotāju uzticības rādītāji tādām institūcijām, kā parlaments un valdība ir ļoti zemi, valstī aktīvi darbojas rasistiski, ksenofobiski un antisemītiski grupējumi, tanī pat laikā NVO darbība tiek ierobežota un apgrūtināta, turklāt valsts aparāts nespēj nodrošināt daudzu fundamentālu cilvēktiesību normu ievērošanu. Pēc darba autores atzinumiem Krievijas demokrātiskie rādītāji joprojām pasliktinās, tajā pastāv hibrīdrežīms, kas drīzāk tuvojas autoritāram režīmam. Dynamics of the Political Regime in Russia during V.Putin and D.Medvedev: Bachelor thesis is written in the Latvian language, it consists of an introduction, theoretical and empirical part, methodology and conclusions.
The aim of the thesis is to explore dynamic of the political regime during V.Putin and D.Medvedev. Hypothesis is that Russian political regime has become more democratic during D.Medvedv’s presidency than V.Putin’s presidency.
To achieve this aim it was necessary to carry out the following tasks:
1.Clarify the theoretical aspects of democracy and hybrid regimes.
2.Equated democracy signs to on objective indexes
3.Explore these indexes during V.Putin’s presidency since 2000 till 2007 year
4.Explore these indexes during D.Medvedev’s presidency since 2008 till March, 2010 inclusively
In bachelor thesis theoretical part the author examines the hybrid regime and democratic regime main features of which in Russia indicate that it is democratic or hybrid regime state.
In methodology author equated democracy signs to an objective indexes, like: freedom of speech, fair elections, the activities of NGO, fundamental rights of individuals etc.
In thesis empirical part author explore these indexes in Russia during V.Putin’s and D.Medvedev’s presidency. Author investigate and compared development of these indexes since 2000 till March, 2010 inclusively.
Conclusions. Virtually all hybrid regimes in the world today are quite deliberately pseudo democratic, in that the existence of formally democratic political institutions and are characterized by the break-up of limited pluralism and forms of independent, autonomous participation, but the absence of at least one of the four aspects of a minimal democracy
After the author political regime in Russia didn’t come more democratic during D.Medvedev’s presidency. In public speeches Medvedev stresses that are more democratic than his predecessor, but in fact there are no real action. Facts show that Russia is moving to the authoritarian regime type rather than democracy. There is still a strong free speech and expression limitations, the electoral process has not become more effective or transparent, and has a reasonable suspicion of falsification of results. Population indicators of trust institutions such a parliament and government is very low. Russia has a lot of racist and xenophobic groups, which authorities can’t restrict or punish. NGO activities are limited and difficult; authorities still use nonfriendly tax policies. State can not provide many of the fundamental right to civilians. After the author’s opinion the Russian democratic performance continues to deteriorate, that is a hybrid system with trend to an authoritarian type.
