ES identitātes un normatīvās varas ietekme uz ES integrācijas procesu: Īrijas piemērs

Maģistra darba tēma ir „ES identitātes un normatīvās varas ietekme uz ES integrācijas
procesu: Īrijas piemērs”. Kā darba galvenais mērķis tiek izvirzīts: „Noteikt kā Īrijas pilsoņu ES
identitātes apziņas mijiedarbība ar ES normatīvās varas elementiem ietekmē ES integrācijas
procesus piemērā ar Lisabonas līguma ratifikāciju?”
Maģistra darba ietvaros tiek izvirzītas divas hipotēzes: 1) Īrijas pilsoņu negatīvo attieksmi
pret Lisabonas līgumu pirmajā referendumā 2008.gada 12. jūnijā noteica pretnostatījums starp
nacionālo identitāti un ES kopīgo identitāti; 2)Īrijas pilsoņu pozitīvo balsojumu par Lisabonas
līgumu atkārtotajā referendumā 2009. gada 2. oktobrī noteica ES normatīvās varas uzstādījumi.
Darbs ir sadalīts trīs nodaļās. Darba pirmajā nodaļā: „Konstruktīvisma teorija ES
integrācijas procesu interpretācijā”, tiek izstrādāts darba teorētiskais ietvars. Ņemot par pamatu
konstruktīvisma teoriju tiek analizēti normatīvās varas un kopīgās ES identitātes aspekti ES
integrācijas procesos.
Maģistra darba otrajā daļā: „Īrijas integrācija ES Lisabonas līguma kontekstā: kopīgās
identitātes un normatīvās varas izpausmes” tiek analizēta Īrijas integrācija ES. Līdztekus tiek
izvērtēti ES normatīvās varas un kopīgās identitātes aspekti ES konstitucionālajos līgumos, īpašu
uzmanību veltot ar Īrijas iekšpolitisko specifiku saistītajiem pretrunīgajiem aspektiem Lisabonas
līgumā.
Darba trešajā nodaļā: „Īrijas politisko partiju attieksme un Lisabonas līgums” tiek
analizēta Lisabonas līguma ratifikācijas gaita Īrijā, īpašu uzmanību pievēršot galvenajiem
iemesliem, kas noteica dažādos tautas nobalsošanas rezultātus par Īrijas pievienošanos Lisabonas
līgumam attiecīgi 2008. gada 12. jūnijā un 2009. gada 2. oktobrī.
Darba ievadā izvirzītās hipotēzes gūst apstiprinājumu. Pirmajā referendumā par Īrijas
pievienošanos Lisabonas līgumam 2008. gada 12. jūnijā sabiedrības viedokli noteica nacionālās
un ES kopīgās identitātes neatbilstība, tāpēc Īrijas sabiedrība nobalsoja pret līguma ratifikāciju.
Savukārt atkārtotajā referendumā 2009. gada 2. oktobrī sabiedrības viedokli noteica ES
normatīvās varas uzstādījumi, kas sekmēja pozitīvu balsojumu par Lisabonas līguma ratifikāciju. The theme of the master thesis is:”The impact of EU identity and normative power to its
integration process: the case of Ireland.” The main purpose of the thesis is:”To determine how
the correlation of the EU identity consciousness of Irish citizens with the elements of EU
normative power affects the process of the EU integration in the case of Lisbon treaty
ratification?”
Within the framework of the master thesis two hypotheses are promoted: 1) The Irish
citizen rejection of Lisbon Treaty in 12th of June, 2008 was determined by the contrast of
national identity and EU common identity; 2) The Irish citizen acceptable voting on Lisbon
Treaty in repeated referendum in 2nd of October, 2009 was determined by the terms of the EU
normative power.
The research paper consists of three chapters. In the first chapter: ‘’ The Theory of
Constructivism in the interpretation of the EU integration processes’’ is developed the theoretical
framework of the research paper. On the basis of the Constructivism theory the aspects of
normative power and common EU identity in integration processes are being analyzed.
In the second chapter: ‘’Integration of Ireland in the context of EU Lisbon Treaty:
common identities and exposure of normative power’’ the integration of Ireland in the EU is
being analyzed. Alongside the aspects of common identity and normative power in EU
constitutional treaties are being evaluated, especially drawing attention to contradictious aspects
related with the specific features of the domestic policy of Ireland in the Lisbon Treaty.
In the third chapter: ‘’ The attitude of the political parties of Ireland and the Lisbon
Treaty’’ the progress of Lisbon Treaty ratification in Ireland is being assessed, specially pointing
out the main reasons, that determined the distinctive results of referendums about the Ireland’s
joining the Lisbon Treaty in 12th of June 2008 and 2nd of October 2009.
The promoted hypotheses in the introduction part are verified. In the first referendum on
Ireland’s joining the Lisbon Treaty in 12th of June, 2008 the disrepancy between national and
common EU identities determined the public opinion. That is why society voted against the treaty
ratification.
In its turn in the repeated referendum in 2nd of October, 2009 the terms of the EU
normative power determined the public opinion, which resulted in acceptance of Lisbon Treaty
ratification.
