Valsts prezidenta vēlēšanu process: Latvijas gadījums 1993 - 2012

Abstract

Ir aktuālas diskusijas par Valsts prezidenta ievēlēšanas procesu un tā nepilnībām, tādēļ darbā tiek pētītas Valsts prezidenta vēlēšanas pēc Latvijas Republikas neatkarības atjaunošanas. Pētnieciskā darba mērķis ir salīdzināt atšķirības prezidenta vēlēšanu procesā no 1993. – 2012. gadam. Tiek salīdzinātas vēlēšanas, kas notikušas pirms un pēc Valsts prezidenta ievēlēšanas likuma pieņemšanas, lai izprastu, vai tajās ir atšķirības. Tiek teorētiski aprakstīta institucionālisma un institucionālu izmaiņu būtība, Valsts prezidenta institūcija un tās ievēlēšana. Pētnieciskajā daļā tiek salīdzinātas Valsts prezidenta vēlēšanas un tiek secināts, ka Valsts prezidenta vēlēšanas ir neprognozējamas un atkarīgas no dažādiem faktoriem, un ievēlēšanas process nav būtiski mainījies. There are many discussions about the process of electing the President of Latvia and about its problems. Analysis is researching elections of the President after gaining the independence of Latvia till nowadays. The aim of this research is to compare the differences in the electing process from 1993 – 2012. Author compares elections that happened before and after establishing the Law of electing the President so one could understand if there are any differences. Author gives theoretical sight about institutionalism and its changes, institution of President and its electing. In empirical part the election of the President are being compared. It is concluded that electing of the President is not predictable and depends on many factors thus there are no relevant changes. Key words – President, elections, election process change
