Nacionālās elektronisko plašsaziņas līdzekļu padomes monitoringa centrs: uzdevumi un efektivitāte

Abstract

Bakalaura darba tēma: “Nacionālās elektronisko plašsaziņas līdzekļu padomes monitoringa centrs: uzdevumi un efektivitāte”. Par pētījuma problēmu tiek izvirzīta likuma pārkāpumu konstatēšanas efektivitāte elektronisko sabiedrības saziņas līdzekļu darbībā. Metodoloģijas daļā tiek apskatītas kvalitatīvas pētījuma metodes- gadījuma studijas, daļēji strukturētā intervija, dokumentu/tekstu analīze, kas izvēlētas, lai attaisnotu izvirzīto pētījuma mērķi. Pētījuma mērķis ir, balstoties uz teorētiskās bāzes un veiktā pētījuma, modelēt esošo situāciju Nacionālās elektronisko plašsaziņas padomes Monitoringa centra darbībā. Noskaidrot, kādi uzdevumi un metodes tiek pielietotas likuma pārkāpumu konstatēšanā, noskaidrot to efektivitāti un apstiprināt vai noraidīt izvirzītās hipotēzes. Iegūtie rezultāti atspoguļo daudzpusīgu esošās situācijas raksturojumu Nacionālās elektronisko plašsaziņas līdzekļu padomes Monitoringa centra darbībā- atklāj tā uzdevumus, metodes, mērķus un efektivitāti, iezīmē aktuālās problēmas un šķēršļus, kas kavē efektivitātes uzlabošanu. Tiek izsecināti vairāki risinājumi esošās situācijas uzlabošanā. Secinājumos tiek daļēji apstiprina izvirzītās hipotēzes un atklātas vairākas darba gaitā iegūtas atziņas. Darbs strukturēts trīs daļās- teorētiskajā, metodoloģiskajā un emīriskajā. Darbs izstrādāts laika posmā no 2011. gada 1. februāra līdz -2011. gada 29. maijam, kopā satur 58 lapas bez pielikumiem. The theme of graduation work is “Monitoring centre of National council for electronic media: tasks and efficiency”. The problem of the research puts forward the detection efficiency of violation in action of electronic mass media. In the part of methodology describes the qualitative research method, case studies, semi-structured interview, the document/text analysis, selected in order to justify the research objectives. The goal of the work is to model the current situation in the Monitoring centre of National council for electronic media, and to find out the tasks and methods that are used to detect the violation of law, to find out their effectiveness and to approve or reject the hypothesis that is put forward. The obtained results reflect the multifaceted nature of the current situation of the Monitoring centre of National council for electronic media; reveals its tasks, methods, goals and effectiveness, highlight current challenges and obstacles that interfere to improve efficiency. There is infered a number of solutions to improve the existing situation. There are partly confirmed three hypotheses in conclusions and revealed a number of recognition that have been obtained. Work is structured in three parts- in the theoretical, methodological and empirical. The researches were performed during the period: 1th February - May 29th on the year 2011.
