Tiešās demokrātijas ietekme uz leģitimitāti

Abstract

Mūsdienu demokrātijas saskaras ar leģitimitātes krīzi, kas pamanāma, piemēram, arvien zemākā vēlētāju līdzdalībā. Šajos apstākļos arvien aktuālāka sāk palikt debate par institucionāliem uzlabojumiem, kas veicinātu sabiedrības interesi un iesaistīšanos politiskajos procesos kā arī spēcinātu politisko sistēmu leģitimitāti. Pētījuma mērķis ir noskaidrot, vai tiešās demokrātijas instrumenti, ko to aizstāvji tradicionāli piedāvā, lai risinātu šīs problēmas, ir efektīvi. Lai sasniegtu mērķi pētījuma autors analizē vēlētāju attieksmi pret partijām kā nozīmīgākajiem politiskās sistēmas spēlētājiem Latvijā pēc referendumiem. Autors pētījumā apskata literatūru gan par politisko leģitimitāti, gan tiešo demokrātiju, cenšoties atrast saikni. Tiek identificēti izaicinājumi tēmas pētīšanā un konstatēts, ka viennozīmīgu saikni nav iespējams noteikt.

There could be said to be a crisis of legitimacy in contemporary democracies, which is well illustrated by the falling turnout in elections. In circumstances such as these the debate of possible institutional amendments, that might raise public interest and participation in the political process as well as strengthen legitimacy, gains prominence. The aim of the paper is to determine whether direct democracy that has traditionally been associated with solving these problems by its proponents, is effective. To achieve this, the author analyzes the attitude of voters in Latvia towards parties that might be considered the most prominent actors in the political arena, after referendums. The author addresses research done regarding political legitimacy and direct democracy in an attempt to find the link. Challenges in the research of the topic are identified and it is concluded, that an obvious link between the two cannot be seen.
