Ekonomiskās sadarbības un attīstības organizācijas (OECD) transformācija

Abstract

Darbā pētīta Ekonomiskās sadarbības un attīstības organizācijas transformācija. Balstoties uz ārējiem cēloņiem – konkurenci starp starptautiskajām organizācijām, jaunu izaicinājumu rašanos, dalībvalstu interesēm, kā arī iekšējiem cēloņiem – autonomijas un autoritātes palielināšanu, identitātes un vērtību formulēšanu, kapacitātes paaugstināšanu un organizācijas vēsturi, analizēti transformāciju veicinošie faktori. Darbā skatīts OECD transformācijas process, atbilstoši pašas organizācijas un dalībvalstu virzītajām reformām. Pētniecībā izmantota starpdisciplināra pieeja, izmantojot gan starptautisko attiecību teorijas gan socioloģijas un psiholoģijas teorijas par organizācijām. Rezultātā secināts, ka transformācijas izraisīšanā nozīmīgi ir gan ārējie, gan iekšējie cēloņi un process ir vērsts uz organizācijas autoritātes palielināšanu.

The subject of master’s thesis is transformation of the Organisation for Economic Co-operation and Development. Based on external causes – competition between international organizations, emergence of new challenges, interests of member states, as well as internal causes – extension of IO’s autonomy and authority, formulation of IO’s identity and values, promotion of functional capacity and IO’s history, coefficients of transformation are analysed. According to the reforms directed by the OECD and its member states, the process of transformation itself is studied. Interdisciplinary approaches are used, including theories of international relations, sociology and psychology. As the result, it is concluded that both – external and internal causes, are substantial in initiating the OECD transformation and the process is directed in order to increase the authority of the OECD.
