Publiskā un privātā partnerība Latvijā

Abstract

Maģistra darba tēma ir „Publiskā un privātā partnerība Latvijā”, kas ir sevišķi aktuāls temats, raugoties no publiskās pārvaldes perspektīvas. Darba ietvaros ir aplūkotas PPP teorētiskās pamatnostādnes, kuru rezultātā tika iegūti konkrēti PPP ietekmējošie pozitīvie un negatīvie faktori. Kopumā tika secināts, ka Latvijā PPP rīcībpolitika ir attīstījusies gausi, kas ir skaidrojams ar negatīvo jeb kavējošo faktoru klātesamību. Maģistra darbam tika izvirzīta hipotēze: „Latvijā PPP rīcībpolitikas ieviešanu negatīvi ir ietekmējuši politiskie, ekonomiskie un normatīvo aktu faktori.” Maģistra darba izpētes procesā hipotēze tika apstiprināta. Autore secina, ka pārskatāmā nākotnē Latvijā nav gaidāmas kardinālas izmaiņas PPP jomā.

The topic of the Master thesis is „Public-private partnership in Latvia” which is relevant topic from the public management perspective. The Author of the Master thesis has made literature review which has brought out PPP positive and negative factors. In overall, it can be concluded that PPP policy has developed slowly in Latvia and it can be explained by presence of negative or impedimental factors. The Author of the Master thesis has constructed following hypothesis: „Legislative, political and economical factors has made negative impact towards PPP policy’s implementation in Latvia.” Based on the research, the following hypothesis has been approved. The Author concludes that in the near futur PPP policy will not have radical changes.
