Latvijas Nacionālo bruņoto spēku pāreja uz profesionālo militāro dienestu

Abstract

Sākot ar 2006. gada nogali Latvijas bruņotie spēki atteicās no obligātā militārā dienesta, un pilnībā pārgāja uz profesionālo militāro dienestu. Lai novērtētu pārejas uz profesionālo militāro dienestu ietekmi uz Latvijas Bruņotajiem spēkiem, tika veikts pētījums, kurā tika izvirzīti sekojoši mērķi: §noskaidrot profesionālā militārā dienesta karavīru motivāciju uzsākot dienestu profesionālajā armijā; §izvērtēt iesaistīšanas un sabiedrības informēšanas pasākumus; §apkopot izmaiņas rekrutēšanas sistēmā. Lai sasniegtu izvirzītos mērķus, tika noteikti sekojoši uzdevumi: §iepazīties ar literatūru, oficiālajiem dokumentiem par militāro dienestu; §veikt intervijas ar profesionālā dienesta karavīriem; §izstrādāt ieteikumus un rekomendācijas. Pētījumā secināts, ka šī pāreja prasīja rekrutēšanas sistēmas reorganizēšanu. Bruņotie spēki kļuva par darba tirgus sastāvdaļu, tāpēc svarīgi bija izveidot tādus darba nosacījumus, kas ieinteresētu jauniešus. Intervijās atklājās, ka tieši stabils darbs, atalgojums un sociālajās garantijas, kā arī ar karjeras izaugsmes iespējas piesaistīja jauniešus dienestam profesionālajā armijā. Pētījuma gaitā atklājās gan PMD priekšrocības, kā piemēram, lielākas operatīvās spējas dalībai starptautiskās operācijās un augstāka karavīru kaujas gatavība, motivēts un ieinteresēts personālsastāvs, nelielas, bet labi sagatavotas rezerves, gan trūkumu, nozīmīgākie no, kuriem ir izmaksu pieaugumu un jauno karavīru zemais vispārējo zināšanu līmenis, kas atspoguļojas viņu profesionālajā kvalitātē.

Since the end of 2006 the military forces of Latvia refused from the obligatory military service and fully transferred to the professional military service. To evaluate the impact of this transition to the Armed Forces of the Republic of Latvia the investigation was carried out. The main goal of this investigation was: §to find out motivation of servicemen of the professional military service beginning in the professional army of services; §to estimate involve and public information enterprises; §to summarize in the change recruitment system. To achieve this goal following tasks were formulated: §to meet with literature, the official documents for the military service; §to execute interviews with the servicemen of the professional service; §to produce advices and recommendations. The main conclusion drown from this study is that transition of Armed Forces of the Republic of Latvia to the professional military service demanded reorganization of the recruitment system. The armed forces became a part of the labor market, therefore important were to create such work conditions, which could motivate young people to choose military carrier . In opened interviews, that a stable work, payment and in social guarantees, as also with career growth possibilities attracted youths service in the professional army. The professional military service advantages opened in research motion, as for example, participation of a larger operative capability in international operations and a higher battle of servicemen readiness, motivated and interested personnel, small, but well prepared reserves, the professional military service has failing too, most considerable from, which are increase of payments and the low level of the new servicemen of universal know, what represents in their professional quality.
