Starptautiskās sistēmas attīstības tendences pēc Aukstā kara beigām

Abstract

Bakalaura darba autore Inga Boge, tēma „Starptautiskās sistēmas attīstības tendences pēc Aukstā kara beigām”, Latvijas Universitāte, 2007.gads.

Darba mērķis ir izpētīt galvenās izmaiņas, kas notikušas starptautiskajā sistēmā pēc Aukstā kara beigām, noskaidrot, kuras ir spēcīgākās valstis, un prognozēt, kā nākotnē varētu attīstīties starptautiskā sistēma un varas sadale tajā.

Mērķa sasniegšanai tika izvirzīta hipotēze: starptautisko sistēmu laika periodā pēc Aukstā kara beigām līdz mūsdienām raksturo pamatā vienpolārs spēka sadalījums militārajā jomā un daudzpolārs spēka sadalījums ekonomikā, bet līdz ar izmaiņām pasaules ietekmīgāko valstu sastāvā, nākotnē spēka sadalījumu raksturos daudzpolāra sistēma.

Jautājumi, kas apskatīti darbā ir aktuāli, jo starptautiskās politiskas debatēs, ir daudz diskutēts par sistēmas attīstību pēc Aukstā kara beigām un tiek izteikti dažādi viedokļi par iespējamo varas sadali nākotnē. Autore darbā apkopo un izpēta dažādus viedokļus un izdara secinājumus par iespējamām starptautiskās sistēmas attīstības tendencēm.

Darbs ir strukturēts četrās daļās. Pirmajā nodaļā tiek apskatīta starptautiskās sistēmas izpratne, kā arī ar to saistītie starptautiskās politikas un attiecību jēdzieni, starptautiskās sistēmas analīzes līmeņi, salīdzinātas galvenās mūsdienu starptautisko sistēmu skaidrojošās teorijas – reālisms, neoreālisms, plurālisms, globālisms un neoliberālisms, apskatīts sistēmas skatījums no neoreālisma un plurālisma ideju perspektīvas. Otrajā nodaļā tiek apskatītas un salīdzinātas starptautiskās sistēmas ietekmīgākās valstis pēc Aukstā kara beigām – ASV, Eiropa, Krievija, Ķīna, Japāna un Indija. Trešajā nodaļā tiek aplūkota transnacionālo aktieru loma starptautiskajā sistēmā. Ceturtajā nodaļā tiek apskatīts starptautiskās sistēmas raksturojums un attīstības tendences, tiek raksturota varas sadale starptautiskajā sistēmā izdarīti secinājumi par iespējamām starptautiskās sistēmas attīstības tendencēm.

The author of the Bachelor Paper is Inga Boge, the theme “Tendencies of the International System's Development after the End of the Cold War”, Latvia University, 2007.

The aim of the Paper is to investigate the main changes that have taken place in the International system after the end of the Cold War, find out the strongest states, and predict the future development of the International system and power distribution within it.

The following hypothesis have been forwarded to achieve the aim: the International system in the time period after the end of the Cold War and up today is characterized by unipolar power distribution in the military field and multipolar power distribution in economics, but with the changes in the most influential states in the world the power distribution in the future will be characterized by multipolar system.

The questions examined in this work are topical as there are many international political discussions concerning the development of the system after the end of the Cold War and different opinion is held about the possible power distribution in the future. The author sums up and examines different opinion, as well as draws conclusions about the possible development tendencies of the International system.

The work consists of four parts. In the first chapter the understanding of the International system is looked at, as well as the notions of the International politics and relations, the main theories explaining the International system today are compared, the view of the system from the perspective of neorealism and pluralism is given. In the second chapter the most influential states of the International system after the end of the Cold War are taken a look at and compared. In the third chapter the author takes a look at the role of the transnational actors in the International system. In the fouth chapter the characterization of the International system and its development tendencies are given, the power distribution in the International system is characterized and the conclusions concerning the possible development tendencies of the International system are drawn.
