Pilsonības politika Latvijā

Abstract

Šī darba mērķis ir izpētīt un izanalizēt situāciju Latvijā pilsonības politikas veidošanā un attīstībā, lai spētu identificēt būtiskākos trūkumus un noteikt priekšlikumus tās attīstībā. Darba gaitā autore cenšas rast atbildi uz jautājumiem par pilsonības politikas attīstību Latvijā pēc neatkarības atgūšanas, par faktoriem, kas ietekmējuši pilsonības politikas veidošanu. Kā būtiskākās problēmas darba autore saskata faktu, ka Latvijā pilsonības politika ir bijusi pakārtota nepilsoņu jautājuma risināšanai, kas tādējādi iezīmē arī šīs politikas „politizētību” un citu jautājumu neskaršanu. Tai pat laikā tiek aktualizētas diskusijas, kas skar vēlēšanu tiesību paplašināšanu, kuras savukārt nerisina integrācijas jautājumus. Sekojoši ir jāiekļauj citi politikas instrumenti naturalizācijas procesos, kā arī jāaktualizē šobrīd aktuālās tieši pilsonības politikas problēmas, piemēram, dubultpilsonība.

The aim of this research is to analyze the situation in Latvia according to the questions about the Citizenship’s policy is its development with the tasks to find the policy’s most important defects and to give the future suggestions. The author also tried to find the answers to the questions about most influential factors, which dominated at the policy’s debates after the regaining the state’s sovereignty. With this research author showed that the biggest problem of Latvia’s Citizenship policy is the fact, that these questions were and still are subordinated under the questions of non-citizens, the process of naturalization and the solutions of this problem. The new discussions, which emerge today, are mostly connected with the expanding the rights of voting for non-citizens at the municipalities, which in fact does not solve the integration problem. At the same time these questions are politicized and other problems are not actualized. According to this the author suggests, that there must be more instruments for government how to promote the process of naturalization and at the same time there must be actualized other problems closely connected with the Citizenship policy, for example, the question about the status of double-citizenship.
