Eiropas reģionālā attīstības fonda 2004.- 2006.gada programmēšanas perioda ieviesto projektu ietekmes uz Latvijas satiksmes vadību un transporta sistēmu izvērtēšana

Abstract

Maģistra darbā „Eiropas reģionālā attīstības fonda 2004.-2006.gada programmēšanas perioda ieviesto projektu ietekmes uz Latvijas satiksmes vadību un transporta sistēmu izvērtēšana” ir izpētīta svarīgākā Eiropas Savienības politikas joma, tas ir, reģionālā politika. Šīs politikas veids kļuva ārkārtīgi aktuāls arī Latvijai, jo tā aktīvi darbojās Eiropas Savienības reģionālās politikas instrumentu, tas ir, strukturālo fondu apgūšanas procesā. Konverģences process kā reģionālās politikas teorētiskais pamats ir saistošs arī Latvijas situācijai, kad tās plānošanas reģionu attīstības līmeņi ir atšķirīgi un to izlīdzināšanas tendences ir, diemžēl, negatīvas. Eiropas Savienības un arī Latvijas ekonomikas attīstības viens no virzošajiem nosacījumiem ir infrastruktūras attīstības līmenis. Viena no būtiskākām infrastruktūras sastāvdaļām ir transporta sektors, tāpēc maģistra darba pētījuma centrālais objekts ir Eiropas Reģionālā Attīstības Fonda (European Regional Development Fund, turpmāk – ERAF) 2004.-2006.gada programmēšanas perioda prioritātes Nr.1 „Ilgtspējīgas attīstības veicināšana” pasākuma Nr.1.2 „Pieejamības un transporta sistēmas attīstība” ieviesto projektu rezultātu analīze. Pētījuma vērtīgums ir tā aktualitātē. Pirmkārt, tā ietvaros tika analizēta viena no ekonomikas virzošām jomām – transporta infrastruktūras attīstība, izmantojot Eiropas Savienības strukturālo fondu atbalstu. Otrkārt, iepriekš minētā programmēšanas perioda projektu ieviešanas process pārsvarā ir noslēdzies tikai 2008.gadā un atmaksa par projektos iesaistītajiem finansiālajiem līdzekļiem notika 2009.gada sākumā, kā rezultātā plaši pētījumi par šiem procesiem netika veikti. Tāpēc par maģistra darba pētījuma mērķi izvēlējos noskaidrot ERAF 2004.-2006.gada programmēšanas perioda ieviesto projektu rezultātu ietekmi uz Latvijas satiksmes vadības un transporta sistēmas attīstību. Maģistra darba pētījumā izmantots plašs faktoloģiskais materiāls no dažādiem informācijas avotiem, kas ļauj pretendēt uz pētījuma lielāko objektivitāti. Pētījuma metodes arī ir dažādas: argumentu salīdzināšanas metode, tas ir, korelācija un statistisko rādītāju analīzes metode. Maģistra darba pētījuma rezultātus nevar raksturos viennozīmīgi. Pirmkārt, no ilgtspējīgas attīstības nodrošināšanas viedokļa tie ir pozitīvi. Otrkārt, no Eiropas Savienības piešķirtā finansējuma izlietošanas lietderīguma viedokļa tie arī ir pozitīvi, bet no maģistra darbā izvirzītās hipotēzes pierādīšanas viedokļa, tie ir negatīvi. Šos rezultātus ir iespējams izmantot kā priekšlikumu nākamā Eiropas Savienības strukturālo fondu programmēšanas perioda plānošanas dokumenta precizējumu pamatojumiem.

The most important scope of EU policies, i.e. the regional policy, has been explored in the Master’s thesis „The evaluation of the impact of the implemented projects of the programming period of the 2004 – 2006 European Regional development fund on the Latvian traffic management and transport systems” This policy has become extremely important also for Latvia, as it has been actively involved in the adoption of the EU policy instruments, namely, the structural funds. The process of convergence as a theoretical foundation of the regional policy is binding also for the situation in Latvia, when the levels of development of the planning regions are so different, and their leveling-out tendencies are unfortunately negative. One of the driving conditions for the development of the economy of EU and also of Latvia is the level of infrastructure development. One of key components of infrastructure is the transport sector, and therefore the central object of research of this master’s thesis is the analysis of the results of the projects, implemented with he event No. 1.2. „The development of availability and transport systems” of the priority No. 1 „promotion of sustainable development” of the 2004 – 2006 programming period of the European Regional Development Fund (hereinafter – ERAF). The value of this research lies in its timing. Firstly, during the research, one of the driving fields of economics was analyzed – the development of the transport infrastructure, using the EU structural fund support. Secondly, the implementation process of the projects of the abovementioned programming period mainly has been finished only in 2008 and the repayment for the financial funds used in the projects took place in the beginning of 2009, meaning, consequently, that no previous research about these processes has ever been made. That is the reason why it was chosen to explore the impact of the results of the implemented projects of the 2004 – 2006 ERAF programming period on the traffic management and transport system development in Latvia as the purpose of this master’s thesis. In this master’s thesis research a wide variety of information sources has been used, allowing to assume minimum bias. The methods of the research have been also different: argument comparison method, i.e. data correlation and analysis of the statistical data. The results of the master’s thesis research cannot be characterized unambiguously. Firstly, from the sustainable development point of view, they are positive, secondly, from the EU financing funds utilization usefulness point of view, they are also positive, but from the point of view of the proof of the hypothesis set for this master’s thesis, they are negative. These results can be used as argumentation suggestion for the fine-tuning of the planning document of the next EU structural fund programming period.
