Nekustamo īpašumu krīze Baltijas valstīs

Abstract

Diplomdarbs ir uzrakstīts par tēmu „Nekustamo īpašumu krīze Baltijas valstīs”. Tas ir veltīts Baltijas valstu nekustamo īpašumu tirgus attīstības tendenču un perspektīvu analīzei, galvenokārt uzmanību veltot mājokļu tirgum. Izvēlētās tēmas aktualitāti nosaka pārplīsis cenu „burbulis” nekustamo īpašumu tirgū, kā rezultātā nopietnas problēmas radās gan jaunu mājokļu projektu attīstītājiem, kas nespēj realizēt iesāktos projektus, gan arī komercbankām, kuras pirms krīzes uzsākšanas aktīvi piedalījās gan privātpersonu, gan nekustamo īpašumu projektu, gan uzņēmumu biznesu finansēšanā pret nekustamā īpašuma ķīlu, tādējādi uzņemoties lielāko daļu no projekta riska. Protams, arī pasaules ekonomikas globālās krīzes ietekme ir būtiski pasliktinājusi situāciju arī Latvijā. Lai novērtētu nekustamo īpašumu tirgus attīstības perspektīvas, jāizprot cenu veidošanās mehānisms nekustamo īpašumu tirgū, kā arī tirgus attīstību veicinošie faktori. Līdz ar to, diplomdarba pirmajā nodaļā ir aplūkoti nekustamo īpašumu tirgus teorētiskie aspekti, tai skaitā tirgus cikli un nekustamo īpašumu cenu veidošanās likumsakarības. Savukārt otrajā nodaļā ir analizēta Latvijas, Lietuvas un Igaunijas nekustamo īpašumu tirgus attīstība, bet trešajā nodaļā, balstoties uz pasaules pieredzi un ekspertu viedokļiem, ir atklātas galvenās attīstības problēmas pēckrīzes stadijā. Darba nobeigumā ir piedāvāti priekšlikumi to risināšanai. Atslēgas vārdi: nekustamais īpašums, mājokļu tirgus, sērijveida dzīvokļi, jaunie projekti, hipotekārā kreditēšana, finanšu krīze. Diplomdarba apjoms ir 97 lappuses datorsalikumā (ieskaitot 6. pielikumus). Tas satur 7 tabulas un 25 attēlus.

The subject of the bachelor’s graduation paper is “Real Estate Crisis in the Baltic states”. It is devoted to the analysis of tendencies and prospects of real estate market of the Baltic countries; the main attention is paid to residential real estate market. The topicality of the chosen subject is determined by the fact that as the result of crash of “price bubble” in real estate market not only developers faced serious problems, being unable to proceed with the unfinished residential projects, but also commercial banks that before the crisis started aggressively to participated in giving mortgage loans – both to individuals and corporate clients, taking the most of their project risks. In order to evaluate the prospects of real estate market development, one should understand pricing mechanism in real estate market as well as the factors that influence market development. Therefore in the first chapter of the master paper theoretical aspects of real estate market, including market cycles and pricing regularities in real estate market are considered. In turn, the second chapter is devoted to the analysis of real estate market of Latvia, Lithuania and Estonia, but in the last chapter the problems of real estate market development are revealed, based on world experience and experts’ opinions. In the conclusion, the author has drafted proposals to solve the problems. Keywords: real estate, residential market, serial apartments, new projects, mortgage, financial crisis.
