Ēnu ekonomika un tās novēršana Baltijas valstīs

Abstract

Diplomdarbs “Ēnu ekonomika un tās novēršana Baltijas valstīs” izstrādāts ar mērķi izvirzīt priekšlikumus ēnu ekonomikas samazināšanai Baltijas valstīs. Cīņa ar ēnu ekonomiku ir viena no Baltijas valstu valdību prioritātēm. Visas trīs valstis ir liela izaicinājuma priekšā – pareizāko metožu izvēle var veicināt iedzīvotāju vēlmi darboties oficiāli un maksāt nodokļus, bet lēmumi, kas balstīti uz nepilnīgas informācijas par ēnu ekonomikas apjomu un struktūru var pasliktināt situāciju. Diplomdarbā aptverti ēnu ekonomikas un tās novērtēšanas metožu teorētiskie aspekti, līdz šim veikto pētījumu un valdību iniciatīvu analīzes un autores veiktā pētījuma, kas balstās uz ekspertu intervijām un autores aprēķiniem, rezultāti par ēnu ekonomikas problemātiku Baltijas valstīs, uz kuru pamata izvirzīti priekšlikumi Baltijas valstu valdībām. The aim of the thesis “Tackling the shadow economy in the Baltic States” is to propose possible solutions to tackle shadow economy in the Baltic States. Fight against the shadow economy is now one of the governments’ priorities in the Baltic States. All three countries are facing a big challenge – choosing the right methods can lead to reduced shadow economy, but decisions based on incomplete information about the amount and structure of shadow economy can even make situation worse. Thesis covers theorethical aspects of shadow economy and methods used to estimate its size, analyses of the reasearches made and governments’ activities as well as results of research author has made using expert interviews and author’s estimations. Using the results of research author has proposed possible solutions for the governments of the Baltic States.Keywords: shadow economy, the Baltic States, methods to estimate the size of the shadow economy, tackling the shadow economy
