Latvija ir Eiropas Savienības dalībvalsts un tās vienotā tirgus sastāvdaļa. Zaļais publiskais iepirkums ir svarīgs brīvprātīgs instruments Eiropas „zaļās” ekonomikas attīstībā, kas spēj ietekmēt ilgtspējīgas ražošanas un patēriņa modeļu veicināšanu.
Maģistra darba „Zaļais publiskais iepirkums – aktualitātes un perspektīvas Latvijā” mērķis ir balstoties uz zaļā publiskā iepirkuma nozīmes publiskā sektora iepirkumos ES ilgtspējīgas attīstības mērķu sasniegšanā un dalībvalstu pieredzes analīzi, izpētīt zaļā publiskā iepirkuma aktualitātes un perspektīvas Latvijā, kā arī sniegt priekšlikumus tā veicināšanai.
Autore izvērtē zaļā publiskā iepirkuma lomu valdības un publiskā sektora vadītāju lēmumos un ekonomikas ilgtspējīgas attīstības mērķu sasniegšanā, spēkā esošo politikas un normatīvo ietvaru, ES dalībvalstu veiktos pētījumus un pieredzi. Latvijas pašreizējās situācijas pētījumā autore analizē ZPI politiku, zaļā publiskā iepirkuma apjomu, konkretizē pastāvošās barjeras, identificē problēmas un perspektīvas.
Pētījums atklāj, ka Latvijas iepirkumos zaļo publisko iepirkumu pašlaik izmanto nepietiekami. Procesu bremzē ekonomiskie, sociālie, informatīvie un citi šķēršļi, kuru mazināšanai būtu jāpiedāvā budžeta, sabiedrības un tirgus interesēm atbilstošie risinājumi.
Darba apjoms ir 86 lappuses, 3 nodaļas, 19 attēli, 3 tabulas, 91 izmantotās literatūras un datu avots.

The Green Public Procurement (GPP) is an important voluntary instrument which assists in development of the "green" European economy. It has an impact on the sustainable production and affects encouragements of the consumption patterns.
The target of "Green Public Procurement – actualities and prospects in Latvia" Master`s Thesis is to explore the actualities and the prospects of the GPP in Latvia and to develop stimulation proposals on the base of the importance of the GPP in public sector on the way to achieve the sustainable development objectives of the EU and on the previous experience analysis of the EU member states.
The author evaluates the role of the GPP in decisions of government and public sector managers and in the achievements of economic sustainable development objectives, the existing policy and regulatory frameworks, as well as pervious research and experience of the EU countries. The chapter of this research concerning actual situation in Latvia, provides an author`s analyse of GPP policy, of amounts of green public procurement, specifies existing obstacle, identifies problems and future prospects.
The research has revealed that the Green Public Procurement options in Latvia currently are not taking advantages enough. The process is impeded by economical, social, informational, and other obstacles, which should be reduced by offering the budget, public and market interest relevant solutions.
This research consists of 86 pages, 3 chapters, 19 files, 3 tables and 91 used literature and data sources.
