SOCIĀLO TRANSFERTU ADRESĀTA SASNIEGŠANAS IESPĒJU ANALĪZE.

Abstract

Darbā „Sociālo transfertu adresāta sasniegšanas iespēju analīze” tiek pētītas Amerikas Savienoto Valstu, Eiropas Savienības un Latvijas sociālās politikas un sociālās nodrošināšanas programmu īstenošanas problēmas. Padziļināti izanalizēti jautājumi, kuriem būtu jāpievērš uzmanība sociālās politikas stratēģisko virzienu un sociālo programmu izstrādāšanā un īstenošanā. Izvērtējot dažādus starptautiskos pētījumus par adresēšanas metožu izmantošanu sociālo programmu īstenošanā, darbā ir secināts, ka ierobežoto līdzekļu apstākļos, šādu metožu pielietošanu varētu nosaukt par saimniecisku rīcību, jo adresēšanas metodes ļauj sniegt palīdzību plašākam nabadzīgo cilvēku lokam ar minimāli izlietotiem budžeta līdzekļiem. Šāda veida programmas plaši pielieto ASV un Eiropas Savienībā, bet mazāk Latvijā, kura potenciālo beneficiāru vērtējumā izmanto ģeogrāfisko un kategoriālo metodi. Darbā tiek secināts, ka starptautiskos pētījumos izteikts atzinums sociālo transfertu adresēšanai pēc ģeogrāfiskā principa, kurš īstenojams samērā vienkārši, un arī ieteicams ierobežoto līdzekļu gadījumā. Šīs metodes trūkumi – ievērojamas kļūdas potenciālo beneficiāru iekļaušanā un izslēgšanā. Latvijas valsts institūciju darbā var ieteikt pielietot citas metodes savienojumā ar jau pielietotām, jo starptautisko pētījumu pieredze rāda, ka visefektīvākās sociālās nodrošināšanas programmas īsteno, pielietojot dažādas potenciālo beneficiāru atlases metodes vienā programmā. Iestājoties Eiropas Savienībā, Latvija uzņēmusies smagas saistības noteikto stratēģisko normu sasniegšanā sociālajā politikā, ņemot vērā tās ekonomiskās, administratīvās iespējas, sabiedrības attīstības līmeni, kā arī neviennozīmīgu valsts labklājības modeļa principu īstenošanu. Kvalitatīvu, atbilstošu laikmetam progresīvu, sociālo programmu izstrādes un īstenošanas jomā Latvija ir tikai pašā ceļa sākumā. Darba apjoms ir 114 lpp, 25 tabulas, 19 attēli. Pielikumu skaits 3.

The work “Analysis of possibilities of reaching the addressee of social transfers” is aimed to examine and analyse problems of realization of social policy and social assistance programmes in USA, European Union and Latvia. There have been important questions in development and implementation of social programmes and social policy strategic directions profoundly analysed. After examination of various international researches about implementation of addressing methods in realization of social programmes, it has been concluded that in cases of limited matters, the implementation of such methods could be titled as an economic action, because addressing methods allow helping a wider range of poor people with minimum used budgetary funds. Such programmes are widely used in the USA and the European Union, though less in Latvia, which uses geographic and category method in potential beneficiary assessment. It was concluded that in international researches there is an opinion for social transfer addressing according to geographic principle, which is easy to implement and is advised in case of limited matters. Drawbacks of this method – notable mistakes in including and excluding of potential beneficiaries. It is advisable for Latvian state institutions to implement other methods in combination with already implemented, because experience of international researches shows that most efficient social insurance programmes are realized by implementing various methods of potential beneficiary selection in one programme. By entering the European Union, Latvia has taken on important obligations in achievement of certain strategic regulations in social policy, taking into account its economic, administrative possibilities, level of society development, as well as realization of ambiguous principles of the state welfare model.
