Ogres pilsētvides vērtējums, izmantojot Eiropas vienotos rādītājus

Abstract

Ilgtspējīga attīstība ir vides, sociālā un ekonomiskā attīstība, kura apmierina šodienas vajadzības, neradot risku nākamo paaudžu vajadzību apmierināšanai. Līdz ar šī mērķa izvirzīšanu arī Latvijas attīstībai aktuāls kļuvis jautājums par pilsētu attīstības procesa atbilstošu novērtēšanu, tāpēc daudzviet bez tradicionālajiem statistikas, sociālajiem, ekonomiskajiem un vides rādītājiem izmanto arī ilgtspējīgas attīstības indikatorus. Tie ir svarīgi gan pašai pilsētai, novērtējot savu progresu, gan apzinot ilgtspējīgas attīstības praksi un pieredzi dažādās vietās, gan vērtējot ilgtspējīgas attīstības iespējas. Lai noskaidrotu Ogres pilsētas ilgtspējību, darba mērķis ir izvērtēt Ogres pilsētvides kvalitāti, izmantojot Eiropas vienotos rādītājus, lai noskaidrotu, tās stiprās puses un trūkumus. Darba pirmajā daļā ir apkopota informācija no zinātniskās literatūras avotiem, attīstības plānošanas dokumentiem un dažādiem interneta resursiem par pilsētvides jēdzienu un tās kvalitāti, ilgtspējīgas attīstības rādītājiem, kā arī sniegts Ogres pilsētas raksturojums, izmantojot pilsētas stratēģiskos dokumentus un Ogres rajona pašvaldības mājas lapu. Otrajā daļā ir apkopoti pēc Eiropas vienoto rādītāju metodikas veiktā pētījuma rezultāti. Darbā tika veikta Ogres pilsētas iedzīvotāju aptauja, izveidotas sabiedrībai pieejamo atklāto teritoriju un pakalpojumu kartes, kā arī analizēti ar Ogres pilsētu saistītie stratēģiskie attīstības dokumenti un statistikas dati. Sustainable development is environmental, social or economical development that satisfies today’s needs without causing any risk to the satisfaction of the next generations’ needs. Together with the rise of this concept, the question about assessment of the town development process has become topical, therefore often besides traditional statistical, social, economical and environmental showings the sustainable growth indicators are also used. They are important for the town to evaluate its progress, for gathering the information about practice of sustainable development and its experience in different places, and also for evaluation of the options of sustainable development. The purpose of the work is to appraise city environment using European Common indicators to ascertain sustainability of town Ogre. The work contains information, summarized from scientific literature, political documents and different Internet resources about the concept of city environment and its quality, sustainable development indicators, and the characteristic of Ogre is also studied, using town’s strategic documents and Ogre region home page on the Internet. In the first part of the work there is information summarized from the scientific literature, development planning documents and different internet resources containing information about the idea of city environment and its quality, and indicators of sustainable development. Also the demographic situation and the quality of city environment of town Ogre is studied using the town’s strategic documents and Ogre district local government’s homepage. In the second part, there are results summarized from research, which was done using Europe’s common indicator methods. The survey of residents of town Ogre and maps with availability of local public open areas and services were also included in this work, and there is analysis of statistical data and strategic development documents related to town Ogre. The bachelor is written in Latvian and contains 84 pages, which include 7 charts, 26 images and 7 supplements. Key words: City environment of Ogre, indicators of sustainable development
