Eiropas Savienības Kopējās imigrācijas politikas attīstība un izaicinājumi

Abstract

Darba tēma „Eiropas Savienības Kopējās imigrācijas politikas attīstība un izaicinājumi” izvēlēta, jo šķiet interesanti pētīt, kā valstu nacionālās intereses tiek samērotas ar pārnacionālās organizācijas mērķos ietvertajiem principiem kopējās migrācijas politikas izstrādē. Darbā tiek veikts triju valstu salīdzinājums, izmantojot Zviedrijas, Nīderlandes un Itālijas piemērus, lai aplūkotu, kā ES dalībvalstīm veicas ar kopējās politikas ieviešanu nacionālā līmenī. Darbā tiek izvirzīta sekojoša hipotēze: „Eiropas Imigrācijas un patvēruma pakta ieviešana valstīs tiek kavēta valstu nacionālo ekonomisko prioritāšu dēļ.”. Tā kā šī pakta formulējums ļauj valstīm ņemt vērā to ekonomiskās prioritātes imigrācijas un patvēruma sniegšanas regulācijai, darbā izvirzītā hipotēze nav pierādīta. Darba nobeigumā autore arī izsaka ieteikumus tam, kas būtu jāietver rīcības plānā pakta ieviešanai dzīvē.

The theme of this paper, “The Development and Challenges of the European Union Common Immigration Policy”, was chosen, as it seems interesting to analyze how the national interests of member states are balanced with the supranational organization’s principles of the common migration policy. A comparison of three countries, namely Sweden, the Netherlands and Italy is performed in order to see the progress of implementation of EU policies on a national level. The author puts forward the following hypothesis: “The implementation of the European Pact on Immigration and Asylum is delayed because of the national economic priorities of the member states” As the wording of this pact allows states to take into account their national economic priorities when formulating their immigration and asylum policies, the hypothesis put forward was not proven to be true. At the end of the paper author also puts forward suggestions for the new program that will bring the Pact into practical actions.
