Interešu grupas vides aizsardzības politikas veidošanā Latvijā

Abstract

Pētījumā „Interešu grupas vides aizsardzības politikas veidošanā Latvijā” tiek analizēts, kāda ir interešu grupu ietekme uz lēmumpieņēmējiem vides aizsardzības jomā. Vides politikas veidošana tiek aplūkota, konkrēti analizējot no Baltijas jūras un Rīgas jūras līča piekrastes kāpu aizsardzības problēmjautājuma skatupunkta, kur vides intereses saduras ar privātajām un ekonomiskajām interesēm. Pētījumā izvirzīts mērķis noskaidrot, kādas intereses spēlē vadošo lomu vides aizsardzības politikas veidošanā Latvijā kāpu aizsardzības jomā.

Mērķa sasniegšanai izvirzīti vairāki uzdevumi: izpētīt un apkopot teorētiķu domas par interešu grupu konceptu, veidiem, ietekmes kanāliem un par vides politikas pirmsākumiem, nozīmi un attīstību; apskatīt Aizsargjoslu likuma būtību un analizēt iesniegtos likumprojektus par grozījumiem likumā; izanalizēt masu informācijas līdzekļos (laikraksti, Internets, televīzija) publicēto informāciju par kāpu aizsardzības aktivitātēm, likumdošanas izstrādi un pārkāpumiem Latvijā, atklājot, kas ir ieinteresētās puses un kādā veidā tās cenšas ietekmēt lēmumu pieņemšanas procesu; kā arī sazināties ar vides aktīvistiem Latvijā, lai iegūtu informāciju par vides organizāciju darbību kāpu aizsardzības jomā; un izdarīt secinājumus par kāpu aizsardzības politikas procesa efektivitāti Latvijā, atbilstību esošajām sabiedrības vajadzībām un ekonomiskajai situācijai.

Pētījumā par hipotēzi izvirzīts apgalvojums, ka: vides aizsardzības politikas lēmumu pieņemšanas procesā dominē privātās un ekonomiskās intereses, kas ierobežo kāpu aizsardzības iespējas Latvijā.

Pētījums sastāv no divām galvenajām daļām. Teorētiskajā daļā aplūkots interešu grupas koncepts, to veidi, izmantotās taktikas un stratēģijas. Īpaša uzmanība veltīta vides interešu grupām. Šajā daļā analizēts arī vides politikas koncepts un tā nozīme valsts politiskajā dzīvē. Empīriskajā daļā aplūkota Baltijas jūras un Rīgas jūras līča piekrastes kāpu aizsardzība. Šīs daļas ietvaros iztirzātas un izanalizētas galvenās kāpu aizsardzības problēmas un aplūkots Aizsargjoslu likums un grozījumi tajā. Šajā pētījuma sadaļā uzmanība veltīta aktivitātēm un veidiem, kā vides interešu grupas cenšas nodrošināt kāpu aizsardzību, kā arī aplūkoti nopietnāko kāpu zemes apdraudējuma – nelikumīgās apbūves – gadījumi un akcentēti, kāda ir valsts institūciju vīzija par piekrastes kāpu attīstību nākotnē. Pētījuma nobeigumā uzvērti galvenie darba gaitā radušies secinājumi.

In the Paper “Interest groups in formation of environmental protection policy in Latvia” the impact of the interest groups on decision makers in the field of environment protection is analysed. The formation of the environmental policy is examined by paying specific attention to the protection of coastline dunes that can found in the Baltic Sea and the Gulf of Riga, where environmental interests conflict with the private and economical interests. The aim of the Paper is to find out which are the leading interest in the formation of policy of the environmental protection in the field of the protection of Latvian dunes.

To achieve the aim several objectives were set: to explore and summarize the opinions of theorists about the concept, types, sources of impact of interests groups and about the beginnings, significance and development of environmental policy; to examine the essence of Protection Zone Law and to analyse the proposed bills about amendments of law; to analyse the information about activities in the protection of dunes, the drafting of legislation and violations in Latvia that are published in mass media (newspapers, internet, television) uncovering the parties concerned un the ways how they try to influence the decision-making process; as well as to communicate with environmental activists in order to get the information about the activities of environmental organizations in the field of protection of dunes; to draw conclusions about the effectiveness of the policy of dunes’ protection process in Latvia, its correspondence to the needs of the society and economical situation. The hypothesis of the Paper is the statement that private and economical interests dominate in the decision-making process of the policy of the environment protection; thus, the possibilities of the protection of dunes in Latvia are limited.

The Paper consists of two main parts. In the theoretical part the concept of interests groups, their types, method and strategies used are examined. The specific attention is devoted to the environmental interests groups. In this part the concept of environmental policy and its significance in the country’s politics is analysed. In the empirical part the protection of the coastline dunes of the Baltic Sea and The Gulf of Riga is explored. In this part the main problems of the protection of dunes are discussed and analysed and the Protection Zone Law and amendments in it are examined. In this part of the research the attention is paid to activities and methods how the environmental interests groups try to secure the protection of dunes, as well as the most serious threats to dunes - illegal building – are explored and the vision of public authorities about the development of coastline dunes in the future are emphasized. At the end the main conclusions, which arouse during the writing process, are given.
