Sociāldemogrāfisko faktoru ietekme uz vēlētāju izvēli 2001. gada un 2005. gada pašvaldību vēlēšanās Latvijas reģionos

Abstract

Vietējās pašvaldības ir jebkura demokrātiska pārvaldes režīma pamata elements. Pašvaldības ir iedzīvotājiem vispietuvinātākais pārvaldes līmenis, kas ar iedzīvotāju vēlētas institūcijas lemj par visplašāko jautājumu spektru. Savukārt ar vēlēšanu institūta starpniecību tiek nodrošināta vēlētāju interešu aizstāvība un pamatošana. Maģistra darbs „Sociāldemogrāfisko faktoru ietekme uz vēlētāju izvēli 2001.gada un 2005.gada pašvaldību vēlēšanās Latvijas reģionos” izstrādāts ar mērķi iepazīties ar vēlēšanu, sociāldemogrāfisko faktoru un vietējo pašvaldību teorētisko pamatojumu un praktisko nozīmi demokrātiskas valsts pārvaldes iekārtas kontekstā, aplūkojot pašvaldību 2001.gada un 2005.gada pašvaldību vēlēšanu kandidātus un deputātu mandātus ieguvušos indivīdus septiņās republikas nozīmes pilsētās. Darba hipotēzes ir sekojošas - iegūtā augstākā izglītība ir pozitīvi saistīta ar kandidāta ievēlamību; darbošanās vadošajos amatos ir pozitīvi saistīta ar kandidāta ievēlamību; kandidāta piederība vecuma grupai 41-50 gadi ir pozitīvi saistīta ar kandidāta ievēlamību; vīrieši ir ievēlamāki deputātu amatā kā sievietes; darbošanās iepriekšējā sasaukuma pašvaldības domē ir pozitīvi saistīta ar kandidāta ievēlamību. Darba gaitā tiek rastas atbildes uz jautājumu, kādi sociāldemogrāfiskie faktori veicina kandidāta ievēlamību un vai var runāt par sistēmiskām iezīmēm aplūkoto pašvaldību vēlēšanu kontekstā. Maģistra darba izstrādes gaitā radušies secinājumi, ka būtiskākie sociāldemogrāfiskie faktori, kas ietekmē vēlētāju izvēli, ir kandidātu dzimums un iegūtās izglītības līmenis.

A local self-government is a fundamental element of any regime of democratic administration. Self-governments are the closest administration level to the residents which with institution elected by the residents decide about questions of different matter. The defence of electors’ interests is provided with the intermediary of election institute. The graduate thesis “The influence of the social-demographic factors on the electorates’ choice in the self-government elections of year 2001 and 2005 in the regions of Latvia” has been worked out with a goal to get acquainted with the social-demographic factors of elections and the theoretical substantiation of local self-governments and practical meaning in the context of administration system of democratic country by examining the candidates of self-government elections and the individuals who received the deputy mandate in seven republican meaning cities. The hypotheses of the thesis are the following - higher education is positively connected to the candidate’s election; working in leading positions is positively connected to the candidate’s election; candidate’s belonging to the age group from 41 to 50 years is positively connected to the candidate’s election; men are more preferred to be elected as deputies than women; working in the self-government council of previous convocation is positively connected to the candidate’s election. During the work answers are found for question like what social-demographic factors favour the election of candidate’s and whether we can speak about systematic characteristic mark in the context of the self-government elections which were examined. Conclusions made during the writing of the graduate thesis are that the main factors which have influence on the electors’ choice are the sex and the level of education of the candidates’.
