Abstract
Alkohola lietošana sabiedrībā ir fenomens, kas saistīts ar nozīmīgiem riskiem un atsevišķiem iespējamiem ieguvumiem, tāpēc raisa dažādas attieksmes valsts politiskajā un sabiedriskajā sfērā, labi iezīmējot liberālās demokrātijas kontekstā pastāvošo konfliktu starp paternālismu un individuālo autonomiju. Šajā darbā, izmantojot literatūras un likumdošanas analīzi, un kontentanalīzi aplūkots, kā attīstījusies alkohola politika Latvijā, un kas bijuši galvenie argumenti Latvijas likumdevēja debatēs par labu stingrākas alkohola politikas veidošanai. Tiek secināts, ka argumentācijai par stingrākiem ierobežojumiem tiek izmantoti gandrīz visi paternālismu attaisnojošie argumenti, bet, liberālās pozīcijas pārstāvju vidū, individuālajā autonomijā sakņotie argumenti parādās ļoti reti, tādejādi norādot uz būtisku iztrūkumu diskusijas liberālajā pusē.
The alcohol consumption is a phenomenon connected with serious risks and few potential gains, raising various competing attitudes in the political and social sphere of the state, and reveals the conflict between the individual autonomy and paternalism in the context of liberal democracy. The evolution of Latvian alcohol policy is analyzed, using the analysis of literature and legislation and content analysis of parliamentary discussions for implementing restrictive alcohol policy instruments, regarding the financial and physical availability of alcohol and alcohol related marketing activities. It is concluded, that the basis for stricter alcohol policy instruments contains most of the paternalism justifying arguments, but the liberal side of the debate, contains few arguments regarding the individual autonomy, therefore indicating serious flaw in the parliamentary discussion.
