Federālisma tendence Eiropas Savienībā

Abstract

Darba mērķis – noskaidrot, vai Eiropas Savienībā var novērot pieaugošu federālisma tendenci. Darba uzdevumi: analizēt jēdzienus federācija, konfederācija, federālisms; apkopot dažādās teorētiskās pieejas Eiropas integrācijai; analizēt pretējos Eiropas integrācijas mērķus – valstu federācija vai federāla valsts; apzināt metodoloģiju federālas ES pētniecībai; balstoties iepriekšējo pētnieku darbos, veikt patstāvīgu pētījumu ES federālisma pakāpes noteikšanai; analizēt pētījuma rezultātus, vērtēt tos citu pētījumu kontekstā. Pētījuma instruments ir Saimona Hiksa „Politisko kompetenču iedalījums ASV un ES”.

Pētījuma rezultāti apstiprina, ka Eiropas Savienībā pastāv federālisma tendence. Katru desmitgadi arvien vairāk politisko kompetenču dalībvalstis deleģē Savienības līmenim. Tiesa, pēdējā desmitgadē šī tendence būtiski palēninājusies.

The objective of the paper – to research whether a growing federalism trend is observed in the European Union. The tasks of the paper: to analyse the concepts federalisation, confederation, federalism; to summarise various theoretical approaches to European integration; to analyse the opposite objectives of European integration – a federation of states or a federal state; to study the methodology for the research of federal EU; to perform an independent study for the determining of the degree of federalism in the EU based on earlier research materials of other researchers; to analyse the results of the study and to evaluate them in the context of earlier research. The instrument of the study is Allocation of Policy Competences in the EU and the US by Simon Hix.
