Nodokļu politikas loma investīciju piesaistē Centrālās un Austrumeiropas valstīs

Abstract

Pēdējos gados gan ES, gan pārējā pasaulē aktualizējies jautājums par valstu piekoptās nodokļu politikas „pareizību”, tās atbilstību mūsdienu reālijām. Šis jautājums kļuvis īpaši aktuāls pēc 2007. – 2008. gada finanšu krīzes, kas plosīja visu pasauli un noveda pie vairākām izmaiņām starptautiskās finanšu sistēmas pārraudzībā. Ņemot vērā attīstīto valstu lielos parādus, kā arī ekonomisko stagnāciju eurozonā, vērojama „nežēlīga” sāncensība valstu starpā par investīciju piesaisti to ekonomiskās attīstības veicināšanai. Līdz ar to dotā pētījuma mērķis ir, balstoties uz zinātnisko publikāciju analīzes rezultātiem, kā arī autora izstrādāto ekonometrisko modeļu interpretāciju, noskaidrot, kādu lomu investīciju piesaistē Centrālās un Austrumeiropas valstīs spēlē nodokļu politika.

In the recent years the question of the “correctness” and conformity with today’s realities of the tax policy used by countries has been risen in the EU and the rest of the world. This question has become increasingly pressing in the wake of the financial crisis of 2007 – 2008, which shrouded the world and led to various changes in the oversight of international financial system. Due to the large debt of developed countries, as well as the stagnation in Eurozone, a fierce rivalry among the countries with regard to investment attraction for fostering their economic growth can be seen. Hence, the main goal of this study is to determine what role does the tax policy plays in investment attraction in Central and Eastern Europe countries via the analysis of scientific publications and the interpretation of the econometric models that have been constructed by the author.
