dc.description.abstract | Darba tēma tika izvēlēta, jo pēdējo gadu laikā būvniecības un teritorijas plānošanas normatīvais regulējums ir ievērojami mainījies un tas būtiski skāris arī sabiedrības līdzdalības tiesības šajos procesos. Ņemot vērā, ka sabiedrības iesaisti būvniecības procesos nevar aplūkot atsevišķi no teritorijas plānošanas, darbā analizēts gan būvniecības, gan teritorijas plānošanas normatīvais regulējums. Darba mērķis ir izpētīt Latvijas un citu valstu būvniecības un teritorijas plānošanas normatīvo regulējumu, lai sniegtu priekšlikumus normatīvā regulējuma uzlabošanai Latvijā. Darbā veikti secinājumi, ka konkrētos likumā noteiktos gadījumos sabiedrības līdzdalība pie lokālplānojuma izstrādes būtu jāpalielina, tāpat būtu nepieciešams rīkot publisko apspriešanu gadījumos, ja būvniecība būtiski samazina nekustamā īpašuma vērtību. Izpētot citu Eiropas Savienību valstu normatīvo regulējumu, veikti secinājumi, ka būtu nepieciešams paplašināt gadījumu skaitu, kad būtu nepieciešams izstrādāt detālplānojumus.

dc.description.abstract | The theme of the paper was chosen because there have been significant changes in regulatory framework of building and spatial planning recently and it has influenced greatly the rights of public participation in these processes. Taking into account that public participation in building processes cannot be looked at separately from spatial planning, the paper analyses both regulatory frameworks of building and spatial planning.
The objective of the paper is to research regulatory frameworks of building and spatial planning in Latvia and other countries in order to propose the improvement of regulatory framework in Latvia. The paper concludes that public participation should be increased in the statutory cases of the local planning development, and there should be public discussion organised in these cases when building process reduces significantly the value of the property. Exploring the regulatory frameworks of other countries belonging to the European Union, the conclusion is that the cases which need the development of land use plan should be increased.
