Blogeru tiesiskais statuss starptautiskajās mediju tiesībās

Abstract

Mūsdienu izgudrojums – vispasaules tīmeklis jeb internets – ir lielā mērā ietekmējis sabiedrības līdzdalību aktuālu ziņu izplatīšanā. Izmantojot blogu platformu plašās iespējas, sabiedrības pārstāvji – blogeri – apkopo un pēta informāciju, kā arī gatavo ziņu materiālus, tādā veidā pildot žurnālistiem piemītošas funkcijas, bet nepiederot nevienai profesionālai plašsaziņas līdzekļu organizācijai. Līdz ar to robeža, kas nošķīra profesionālus žurnālistus no citiem sabiedrības locekļiem, vairs nav skaidra. Ņemot vērā žurnālistiem piemītošās īpašās privilēģijas, rodas jautājums, vai blogeris var tikt pielīdzināts profesionālam žurnālistam. Maģistra darba ietvaros autore secina, ka blogeri ir tiesīgi saņemt žurnālistiem piemītošās privilēģijas, līdz ar to autore identificē konkrētus kritērijus, kam šādās situācijās ir jāizpildās.

The modern invention – the World Wide Web or the internet – has largely influenced the participation of public in the distribution of news. By using the wide possibilities of blog platforms, a number of representatives of the public – known as bloggers – collect and disseminate information, as well as prepare news material, thus fulfilling the function of journalists without being affiliated to any professional media organisation. Therefore, the margin that separates professional journalists from other members of the society is no longer clear. Considering the special privileges granted to professional journalists, the question arises whether a blogger can qualify for the same guarantees as a professional journalist. During the preparation of this thesis the author concludes that bloggers are entitled to journalistic privileges, thus the author identifies certain criteria that need to be fulfilled in such situations.
